The Region of Murcia approves the GESIND application for trade union elections

La Región de Murcia aprueba la aplicación GESIND para elecciones sindicales

The Regional Ministry of Business, Employment and Social Economy of the Region of Murcia has approved the GESIND computer application, a tool intended for the electronic processing of files for elections to workers’ representation bodies in companies and workplaces. The order, signed on July 31, 2026, by the regional minister Luis Alberto Marín González, is published in the Official Gazette of the Region of Murcia (BORM) number 207, dated September 8, 2026, on pages 20483 to 20486.

A step toward electronic administration

The measure is framed within Law 39/2015, of October 1, on Common Administrative Procedure, which establishes the electronic nature of administrative acts, documents, and files. The trade union election procedure (code 1739) presents peculiarities in its processing, especially regarding the actions of the polling stations and the formalization of minutes and documentation of the electoral process.

The application received a favorable report on July 24, 2026, from the General Directorate competent in information systems, in accordance with Decree 302/2011, of November 25, on the Legal Regime of Electronic Management of the Public Administration of the Region of Murcia. The regulatory framework is completed by Legislative Decree 2/2015, which approves the revised text of the Workers’ Statute Law, and Royal Decree 1844/1994, the Regulation for elections to workers’ representation bodies.

Tool functionalities

GESIND is an administrative management support application, without a corporate nature, which integrates with the electronic file management systems of the Regional Administration. Its key functionalities include:

  • Generation and management of electronic documents associated with the electoral process.
  • Support for the completion of minutes and electoral documentation by the polling stations.
  • Electronic signature, including biometric signature, of the generated documents.
  • Integration and incorporation of documents into the electronic administrative file.
  • Consultation and tracking of documentation associated with the electoral processes.

Validity, access, and responsibility

Documents and minutes generated through GESIND, once signed, will have full validity and effectiveness in the administrative sphere, provided that the requirements of the regulations on procedure and electronic administration are guaranteed. The use of the tool will not alter the legal regime of the electoral process nor the obligations for the presentation, custody, or submission of documentation.

Access will be carried out through identification and authentication systems, with differentiated user profiles:

  • Management personnel of the regional Administration.
  • Authorized users belonging to the polling stations.

The assignment of profiles and the definition of functional requirements correspond to the General Directorate of Labor, while the availability, maintenance, and security of the application fall under the General Directorate competent in information systems. The application must comply with Royal Decree 4/2010 (National Interoperability Framework) and Royal Decree 311/2022 (National Security Framework).

The order will enter into force on the day following its publication in the BORM, and its approval extends to new functionalities incorporated through technological evolution or service needs. With this tool, the Region of Murcia advances in the digitalization of a key procedure for workers’ representation, reducing paper-based formalities and streamlining the management of polling stations.
