La Puerta de Segura definitively approves its 2026 budget

The City Council of La Puerta de Segura (Jaén) has given final approval to its municipal budget for the 2026 fiscal year, amounting to €3,935,134.05, with the revenue and expenditure statements balanced. The agreement was adopted by the Plenary at an ordinary session held on July 13, 2026, and is published in the Official Gazette of the Province of Jaén, issue 155, of August 12, 2026. The edict is signed by the Mayor-President, Virtudes Puertas Soria.

The procedure has complied with Article 169 of the Consolidated Text of the Law Regulating Local Finances, approved by Royal Legislative Decree 2/2004, of March 5, and with Article 20 of Royal Decree 500/1990, of April 20. The file remained on public display for fifteen business days without any claim or allegation being filed against its approval, which allowed it to be elevated to final approval.

A balanced budget by chapters

In the revenue statement, current transfers stand out (€1,831,464.83), together with direct taxes (€802,259.36) and fees and other income (€727,212.27); under capital operations, transfers amount to €438,592.53 and disposal of investments to €94,099.56.

In the expenditure statement, the largest item is personnel, with €1,961,644.19, followed by current goods and services (€742,542.05) and real investments (€597,730.72). Financial expenses (€62,889.29), current transfers (€306,312.39), a contingency fund of €127,123.28, and financial liabilities of €136,892.13 are also included.

A staff of 58 positions with several vacancies

Alongside the accounts, the annex of the staffing table, funded in the Corporation’s budget, is published, totaling 58 positions or posts:

  • Career civil servants: 5 positions, including Secretariat-Intervention, economic management technician, administrative officer, local police officer, and plumber.
  • Permanent labor staff: 41 posts, including administrative assistants, technical architect, 14 clinical assistants/caregivers, cooks, domestic service for residences, nursing, and occupational therapist.
  • Fixed-term labor staff: 10 posts, such as Vuela center facilitator, sports school coordinators, social worker, and nursery school educators.

The annex also includes several vacant positions, among them:

  • Local police officer, RPM director, and works supervisor.
  • Residence physiotherapist and general laborer/meter reader.
  • Two positions for clinical assistant/caregiver and gym instructor.

Appeal and scope of the agreement

The final approval may be challenged before the Contentious-Administrative Jurisdiction with the requirements, formalities and causes provided for in articles 170 and 171 of the Consolidated Text of the Law Regulating Local Finances. The notice, signed in La Puerta de Segura on 10 August 2026 by the mayor, is made public for general information.

The entry into force of these accounts conditions the financing of municipal public services —residences, nursery school, day centre and social services— and establishes the local employment framework, with 58 posts, several of which are still vacant. The absence of objections during the public exhibition period allows the budget to be applied without modifications and the City Council to execute its investments throughout the financial year.
