The Orquídea solar plant opens the way for expropriations in Soria

The Territorial Service of Industry, Commerce, and Economy of Soria, under the Ministry of Environment and Energy of the Regional Government of Castilla y León, has opened for public consultation the request for declaration and recognition, specifically, of public utility for the «Orquídea» solar photovoltaic plant, promoted by Orquídea Energy, S.L.U. within the municipal boundaries of Coscurita, Viana de Duero, and Nepas (Soria). The announcement is published in the Official Gazette of Castilla y León no. 188, dated September 28, 2026, with the official reference BOCYL-D-28092026-188-43 and case number IE/FV/21-2021. The declaration of public utility implies the necessity of occupying assets and acquiring the affected rights, and entails urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law.

The procedure is processed in accordance with Decree 46/2022, of November 24, which regulates the administrative authorizations for electrical installations in Castilla y León, and Title VII of Royal Decree 1955/2000, of December 1, implementing Law 24/2013 of the Electricity Sector. The immediate precedent is the Resolution of December 11, 2024, from the same Territorial Service, which granted the prior administrative authorization and the administrative construction authorization for the project, published in the B.O.C. y L. on February 14, 2025. The request for the declaration of public utility was received on May 29, 2025, following successive requests and corrections.

A plant of 20,520 modules and more than eleven megawatts

According to the summary of characteristics included in the announcement, the installation comprises:

• «Orquídea» photovoltaic plant, with 20,520 solar modules model JAM72D30-540MB or similar, 540 Wp each, and an installed capacity of 11,080.8 kWp.
• Four inverters: one of 3,430 kW (model FS3430K 645 V) and three of 2,285 kW (model FS2285K 645 V), with a total capacity of 10,285 kW.
• Three transformation centers in prefabricated buildings, one of 5,715 kW and two of 2,285 kW.
• Internal medium-voltage lines of 30 kV between each transformation center and the sectioning center.
• A sectioning center in a prefabricated concrete building, with protection cells, measurement, and an auxiliary services transformer with SF6 insulation.
• An underground medium-voltage line of 30 kV from the sectioning center to the SET Hazapierna 30/220 kV.

The declared purpose is the production of electrical energy, and the competent body to resolve is the Territorial Service of Industry, Commerce, and Economy of the Regional Government of Castilla y León in Soria itself.

Thirty days to file objections and consult the file

The announcement is published for general knowledge and so that persons who consider their rights to be affected may examine the project and submit allegations or provide data to rectify possible errors in the list of assets. The period is thirty days starting from the day following the publication, and the publication also takes effect for the purposes of Article 42 of Law 39/2015, of October 1, on the Common Administrative Procedure.

The documentation may be consulted on business days from 9 a.m. to 2 p.m. at the Territorial Service of Industry, Trade and Economy of Soria, C/ Campo, 5, fourth floor, Soria, as well as in the Energy and Mines section of the Junta de Castilla y León website. The announcement was signed in Soria on September 7, 2026, by the Head of the Territorial Service, Manuel López Represa.

City Councils, the Church and dozens of owners in the list of affected parties

The annex of the announcement details the list of affected assets and rights, organized into 86 records with cadastral reference, polygon, plot, and municipal district, and with differentiated areas for plant, road, underground line, park, hedge, and temporary construction impact. Among the holders are administrations and entities:

• City Council of Viana de Duero, with several affected plots.
• Minor Local Entity of Villalba (Coscurita).
• Bishopric of Osma Soria.
• Gestión Agropecuaria Soriana, S.L.
