The 35-megawatt La Fuente solar plant is released for public consultation

The General Directorate of Energy Transition and Circular Economy of the Community of Madrid has opened for public consultation the environmental impact study and the application for prior administrative authorization for the La Fuente solar photovoltaic plant and its evacuation infrastructure, located within the municipal boundaries of Navalcarnero, Villaviciosa de Odón, and Móstoles. The announcement, signed on August 25, 2026, by the Director General Cristina Aparicio Maeztu, is published in the Official Gazette of the Community of Madrid number 215, dated September 9, 2026, under file reference 2025P261.

The installation, promoted by Sauce Desarrollos España, S. L., with registered offices at calle Málaga, 5, Pinto, is intended for the production of electrical energy. The project is framed within Law 24/2013, of December 26, on the Electricity Sector, and articles 9 and 10 of Decree 70/2010, of October 7, as well as article 36 of Law 21/2013, of December 9, on Environmental Assessment.

Technical characteristics of the project

The La Fuente plant will have an installed capacity of 35 MW and will occupy a total area of 120.48 hectares, distributed across several plots in polygons 1, 33, and 34 of the municipality of Navalcarnero. The total budget amounts to 22,229,998.38 euros.

• 63,206 bifacial photovoltaic panels of 720 Wp on the front side.
• 250 inverters of 140 kW in steady state at 40 °C.
• 7 transformation centers of 5.4 MVA interconnected by two underground 30 kV lines.
• A La Fuente 30/220 kV substation and an underground 220 kV line to the SET Villaviciosa 220 kV substation, owned by Red Eléctrica de España, S. A. U.

Environmental assessment and administrative procedure

As it is included in Annex I of Law 21/2013, the project will be subject to an ordinary environmental impact assessment in the manner provided for in said regulation. The competent body for the administrative authorization and the approval of the execution project is the General Directorate of Energy Transition and Circular Economy itself.

The environmental impact study and the project can be consulted on the Community of Madrid website (comunidad.madrid/inversion/energia), within the “Public information of energy installations” section. The review of the file will be carried out in digital format at the Electrical Installations and Energy Transition Division, at calle Alcalá, 16, Madrid, by prior appointment.

Deadline and submission of allegations

A public information period of thirty business days is opened starting from the day following the publication of the announcement in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID. Anyone who wishes to do so may submit allegations or observations addressed to the Electrical Installations and Energy Transition Division, presented at any electronic registry of the public sector, registry assistance offices, or other places provided for in Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure, except for those subjects obliged to interact by electronic means.

The initiative reinforces the push for renewables in the south of the region, although its deployment over 120 hectares and its evacuation infrastructure across three municipalities concentrate the territorial and environmental interest of the process. The final resolution, following the allegations period and the impact assessment, will determine if the La Fuente plant becomes one of the largest photovoltaic installations currently being processed in the Community of Madrid.
