The Greencar 3 solar plant in Carmona adds BESS storage

The Territorial Delegation of Economy, Finance, European Funds and University, Industry, Energy and Innovation in Seville has opened for public consultation the request from the company GREEN RIC ENERGY, S.L.U to modify the prior administrative and construction authorization and to obtain the specific declaration of public utility for the hybridization with BESS battery storage of the generation facility “HSF HÍBRIDA GREENCAR 3”, in the municipality of Carmona (Seville). The announcement is published in the Official Gazette of the Province of Seville, number 174, Tuesday, September 8, 2026, with reference BOP-SE-2026-174018 and file 280.523.

The procedure is processed under Law 24/2013, of December 26, on the Electricity Sector, and Title VII of Royal Decree 1955/2000, of December 1, which regulates the activities of transmission, distribution, marketing, supply, and the authorization procedures for electrical energy installations. The declaration of public utility is requested for the purposes of compulsory expropriation of the necessary assets and rights and the imposition of easements.

Hybridization and its figures

The installation, which changes its name from HSF GREENCAR 3 to HSF HÍBRIDA GREENCAR 3, will add a BESS battery storage system to the photovoltaic generation. The total installed capacity will reach 45.635 MW (PV+BESS), with a maximum evacuation capacity of 20 MW.

BESS Storage: 12 battery units with 48 inverters of 450 kVA, representing 21,600 kW of power and 85,728 kWh of capacity.
Three power transformers of 7.4 MVA and a ratio of 0.69/30 kV, each with two line bays and one position bay.
Photovoltaic generation: 25.69 MWp of module capacity and 24.035 MW of installed inverter capacity (art. 3 of RD 413/2014).
Evacuation line of 30 kV, third category, underground, single circuit and 1,200 meters in length, between the storage sectioning center and the SET OPDE CARMONA 30/220 kV.

The generation plant is located in polygon 14, plots 76, 80, 82, and 91, and the BESS storage in plot 76 of the same polygon in Carmona. The execution project, of 21.6 MW, has a responsible declaration dated July 10, 2026, and is signed by the industrial technical engineer Pedro González Montero, member number 4,628 of COPITI Málaga.

Affected lands and expropriation

The declaration of public utility entails the affection of several agricultural estates in the municipality of Carmona, listed in the relation of affected assets and rights (RBDA):

Period for objections

The documentation may be examined at the Territorial Delegation, located at avenida de Grecia s/n in Seville, Monday to Friday from 9:00 to 14:00 hours, by appointment, and will also be published on the Transparency portal of the Junta de Andalucía. Any natural or legal person may submit objections within a period of thirty (30) days starting from the day following the publication of the announcement. The document is signed by the territorial delegate Antonio José Ramírez Sierra dated August 31, 2026.

The hybridization with storage will allow the Carmona solar plant to better manage its production and provide flexibility to the grid, a relevant step for the integration of renewables in the province of Seville. The expropriation process affects owners and the local administration itself, who may file objections during the public information period.
