La Perla Manufacturing: liquidating commissioners appointed for two years

The Ministry of Enterprises and Made in Italy has appointed the liquidation commissioners for the final phase of La Perla Manufacturing S.r.l., under extraordinary administration. The decree of July 20, 2026, signed by Minister Adolfo Urso, is published in the Official Gazette of the Italian Republic, General Series no. 218 of September 19, 2026, on page 8, with reference 26A04787.

The procedure stems from the ruling in which the Court of Bologna declared, on February 1, 2024, the state of insolvency of the company; the opening of the extraordinary administration was ordered by decree on May 10, 2024, pursuant to Legislative Decree no. 270 of July 8, 1999. By decree of May 15, 2024, the same three professionals had been appointed as extraordinary commissioners, with an assignment limited to the execution period of the procedure’s program.

The transition to the liquidation phase follows two events: on September 30, 2025, the full transfer of the business complexes was completed; on December 23, 2025, the Court of Bologna declared the cessation of business operations pursuant to Article 73, paragraph 1, of Legislative Decree 270/1999. The ministerial directive of May 11, 2023, provides that, for procedures adopting the business complex transfer program, the assignment expires on the date of the court decree declaring the cessation of operations.

The new liquidation commissioners

For the liquidation phase, effective from the date of the decree, the following are appointed:

• lawyer Francesco Paolo Bello, born in Bari on March 29, 1975, tax code BLLFNC75C29A662O;
• lawyer Francesca Pace, born in Rome on April 1, 1961, tax code PCAFNC61D41H501C;
• lawyer Gianluca Giorgi, born in Bologna on August 9, 1970, tax code GRGGLC70M09A944T.

The names were identified by the commission provided for in Article 2, letter h), of the directive of May 11, 2023, after the verification of curricula and the acquisition of declarations regarding the absence of incompatibility situations and conflicts of interest. In the Gazette summary, the measure is titled “Appointment of extraordinary commissioners for the liquidation phase,” while the operative part appoints liquidation commissioners.

Duration and duties of the assignment

Article 2 of the decree sets a two-year duration for the assignment, starting from the measure itself. The stated purpose is to allow the commission body to verify the correct fulfillment of the obligations assumed by the buyer during the transfer of the business branch, with particular regard to employment and management commitments.

Acts and measures adopted in the interim remain valid, and the effects produced and the legal relationships arising therefrom are preserved.

The Supervisory Committee

The decree refers to the composition of the procedure’s supervisory committee, appointed by decree on May 30, 2024, for a three-year term:

• Cons. Carlo Deodato, as president;
• Lawyer Gianluca Sole and Dr. Alessandro Moroni, as experts;
• Rina degli Antinori S.r.l., based in Ancona, and Teseo S.p.A., based in Grandate (CO), as creditors.

Regulatory Framework and Publicity

The measure is based on Legislative Decree no. 270 of July 8, 1999, Ministerial Decree no. 60 of April 10, 2013, the directive of May 11, 2023, as amended by the decree of October 16, 2023, and articles 38, paragraph 3, and 105, paragraphs 2 and 4, of Legislative Decree 270/1999 regarding the publicity of ministerial appointment decrees for extraordinary commissioners. The decree is communicated by the proposing General Directorate and published in the Official Gazette.

For creditors and former employees, the handover marks the final phase of the procedure: the new body must verify that the purchaser of the business units has respected the employment and management commitments undertaken, a decisive step for the protection of jobs and for the definition of relations with the body of creditors.
