The Department of Education, Culture and Universities has published Order 26/2026, of September 30, which deploys the administrative level of its organic and functional regulation. The regulation, signed by the regional minister María del Carmen Ortí Ferre, appears in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10467, of October 7, 2026, and enters into force the day following its publication.
The order develops Decree 68/2026, of May 4, of the Consell, which approved the organic and functional Regulation of the department and established its superior and management levels (DOGV no. 10358, of May 8, 2026). Now, the third level, the administrative level, is completed, consisting of the units dependent on the superior and management bodies, in accordance with article 105.2 of Decree 186/2025, of December 5, on the basic organic structure of the Generalitat. The framework is completed by Decree 16/2025, of December 3, which assigned the department the competencies in education, vocational training, culture, cultural heritage, universities, science and research, and Decree 18/2025, of December 4, which created its three regional secretariats.
The text consists of 44 articles divided into three titles, one transitional provision, one repealing provision, and two final provisions, and repeals Order 6/2025, of April 25, issued under the previous departmental structure.
Three regional secretariats and fourteen management bodies
Article 2 organizes the administrative level of the central services under fourteen superior and management bodies:
- Regional Secretariat of Education, Regional Secretariat of Culture and Regional Secretariat of Universities
- Undersecretariat

- Directorate General for Culture and Directorate General for Cultural Heritage
- Directorate General for Universities and Directorate General for Science and Research
- Directorate General for Educational Infrastructure
In total, the order configures 22 units with the rank of sub-directorate general, in addition to the service heads.
Education: inspection, teaching staff, centers and vocational training
The Regional Secretariat of Education oversees the General Inspectorate of Education, the Sub-directorate General for Educational and Institutional Coordination and the Sub-directorate General for Teacher Training. The Inspectorate assumes the supervision of all centers, services, programs and activities of the non-university educational system, both public and private, and the evaluation of teaching and management functions.
The five educational directorates general are structured as follows:
- Teaching Staff: sub-directorates of Legal Regime and Teaching Staff Management and Teaching Staff Provision

Culture, heritage, universities and science
The Regional Secretariat of Culture coordinates cultural policy, patronage and the cultural instrumental public sector, which includes the Institut Valencià de Cultura and the Palau de Les Arts Reina Sofía, Foundation of the Comunitat Valenciana. Under it are the Sub-directorate General of Cultural Coordination, the Sub-directorate General of Operational Coordination and Support for the Instrumental Public Sector and the Direction of the Museu de Belles Arts de València, with the rank of service head.
The Sub-directorate General of Culture supervises the Biblioteca Valenciana Nicolau Primitiu, the Book and Libraries Service, the Archives Service, the Cultural Activity Promotion Service and the Economic Management and Cultural Contracting Service. The Sub-directorate General of Cultural Heritage and Museums groups five services, including those of Cultural Heritage, Museums and Movable Heritage and Architecture and Heritage Technical Support.
In the university sphere, the Sub-directorate General of Universities coordinates relations with the Valencian Agency for Evaluation and Foresight and the Higher Institute of Artistic Education of the Comunitat Valenciana, and manages scholarships, university regulation and economic-budgetary coordination. The Sub-directorate General of Science and Research handles R&D&i grants and technology transfer.
Territorial structure and transitional regime
Title III creates a territorial directorate of education, culture and universities in each province—Alicante, Castellón and Valencia—with the rank of sub-directorate general and organic dependence on the Undersecretariat. Each is structured into a Territorial Secretariat, Territorial Education Inspection, Territorial Education Service, Territorial Educational Infrastructure Service and Territorial Culture Service; Alicante and Valencia include a Territorial Personnel Service, and Valencia a Territorial Economic Management Service for Teaching Staff.
The transitional provision maintains the units and positions of the previous structure, charged to the same budget credits, until the budget modifications and the adapted job position lists are approved.
The regulation directly affects teaching and non-teaching civil servants, public and subsidized educational centers, and agents of the cultural, university, and scientific sectors, who, as of October 8, 2026, must direct their files to the new administrative units.
