La Noguera crea una borsa de secretaris-interventors per cobrir vacants rurals

The Consell Comarcal de la Noguera has approved the bases and the call that shall govern the creation of a job bank to cover vacancies and substitutions for third-class secretary-intervention positions assigned to the Technical Assistance Service (SAT). This is done by Presidency Decree number 321/2026, of October 14, 2026, published in the Official Gazette of the Province of Lleida no. 207, of October 29, 2026, with file 2360/2026 and reference BOP-2026_0_207_8935.

The positions are reserved for civil servants with national qualification, secretary-intervention subscale, classified under subgroup A1 of article 76 of Royal Legislative Decree 5/2015, of October 30. The selection system is that of an open competitive examination (concurs oposició), and the candidates who pass it will integrate the job bank in order of score; the first place on the list is the one proposed to the General Directorate of Local Administration of the Generalitat de Catalunya for interim appointment.

Position characteristics and candidate requirements

The text details the conditions of the called position:

  • Designation: SAT Secretary intervention.
  • Class: 3rd; secretary-intervention subscale.
  • Access group: group A, subgroup A1.
  • Destination supplement level: 28.
  • Annual specific supplement: 9,446.92 euros.
  • Selection system: competitive examination.

Specific requirements include a degree in licensure, engineering, architecture, or a university degree, a class B driver’s license, and a C1 level certificate in Catalan, with the possibility of taking a specific test for those who cannot provide documentary accreditation. The examination fee is 30 euros, which is reduced to 15 euros for members of large or single-parent families and for people with accredited disabilities.

A 58-point process with two eliminatory phases

The examination phase is worth a maximum of 40 points and consists of two mandatory and eliminatory exercises: a multiple-choice questionnaire of 40 questions plus three reserve questions, lasting 45 minutes and worth 20 points, and a practical case study of one and a half hours, also worth 20 points. In both cases, a minimum of 10 points is required to pass.

The merit phase (concurs) goes up to 18 points and is distributed between professional experience (up to 10 points, with 0.25 points per month worked in a SAT secretary-intervention position of a comarcal council or provincial council), training (up to 6 points), and an optional curricular interview of 2 points. The maximum total score of the process is 58 points, and at least 20 points must be obtained to enter the job bank. The Qualifying Tribunal will be based at the Consell Comarcal de la Noguera, at plaça Unió Catalanista number 1 in Balaguer.

Twenty days to submit applications and a job bank valid for two years

Applications may be submitted for twenty calendar days starting from the day after publication in the BOP of Lleida, preferably through the general electronic Registry of the Comarcal Council, and the submission must be communicated on the same day to the address consell@ccnoguera.cat. The call is also published on the notice board of the electronic headquarters, on the comarcal website, and in the Official Gazette of the Generalitat de Catalunya.

Once established, the pool will be valid for two years, extendable for one more year. Appointed persons will undergo a six-month probationary period and must take office within a maximum of five business days from the notification of the appointment. The call is made by telephone and email, with three attempts, and rejecting three offers results in removal from the list.

The call comes at a time of structural difficulty in filling secretary-intervention positions in small municipalities, which often depend on the comarcal SAT to guarantee basic legal and economic services. Having its own organized pool allows the Comarcal Council of La Noguera to reduce the time to fill vacancies and substitutions and ensure the administrative continuity of the region’s town halls.
