The Baix Empordà Water Association provisionally approves the 2027 taxes

The Assembly of the Intermunicipal Water Association of Baix Empordà provisionally approved, in an ordinary session on October 27, 2026, the modification of the tax ordinances regulating the water and sewerage service fees for the 2027 fiscal year. The agreement is published in the Official Gazette of the Province of Girona no. 214, dated November 6, 2026, in an edict signed by the entity’s president, Josep Enrich i Almar (official reference BOP-2026_0_214_9367). The text now opens a public information period of thirty business days.

The file affects the two ordinances that support the billing of the integrated water cycle in the member municipalities:

• Tax Ordinance no. 1, regulating the fees for the water supply service.
• Tax Ordinance no. 2, regulating the fees for the sewerage service.

The procedure is framed within Article 17 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating local treasuries. The published edict does not detail the amounts or the articulated text of the modifications: it only identifies the affected ordinances and establishes the procedure. Therefore, the quantification of any potential tariff increase does not yet appear in the official publication.

Thirty business days to submit allegations

The file is available to the public at the Association’s offices for a period of thirty business days, counted in accordance with the applicable regulations, for the purposes of consultation and the submission of allegations by interested parties.

The procedure’s calendar is as follows:

• Consultation of the complete file at the entity’s premises.
• A period of thirty business days to submit allegations, claims, or suggestions.
• Automatic elevation of the provisional agreement to definitive if none are submitted.
• Full publication of the agreed modifications once the agreement becomes definitive.

This last point is relevant for users: if no allegation, claim, or suggestion is submitted during the public information period, the provisional approval agreement will be elevated to definitive without the need for a new vote by the Assembly, and only the full text of the modifications will need to be published.

Signature in Monells and network background

The edict appears electronically signed on October 28, 2026, one day after the Assembly session, and is dated from Monells, the entity’s headquarters. The signature corresponds to the president, Josep Enrich i Almar.

The modification of ordinances comes after a year of technical work on the network. In previous months, the same entity—which appears in other gazette edicts as the Intermunicipal Association of Water and Services of Baix Empordà—has initially approved several pipeline renovation projects:

• Improvement of the inlet pipeline in Corçà through the industrial estate and sectorization in Casavells, Corçà, and scattered areas, with a contract execution budget of 109,781.50 euros.
• Replacement of the pipeline in the Millàs sector and pressure control in the low-pressure network of Madremanya, for 104,664.12 euros.
• Replacement of the pipeline in the scattered area of Sant Sadurní de l’Heura and installation of flow meters in Cruïlles, Monells, and Sant Sadurní de l’Heura, for 140,964.24 euros.

All these files were initially approved in the extraordinary session of September 17, 2026, and were published in the same bulletin during the month of October, with the same thirty-day public information process.

A process that conditions the January bill

The relevance of the edict is direct for the residents of the associated municipalities: the two modified ordinances are those that determine the concepts appearing on the periodic water and sewage bills. The publication in the Official Gazette of the Province of Girona is, in this sense, the first formal notice users have of the revision, and the only planned channel to present objections before the text becomes final.

However, until the full text of the modifications is published, the exact scope of the revision cannot be known. The window to influence it is currently the thirty-business-day period of public exhibition at the entity’s offices.
