The Odra-Pisuerga Association opens a job bank for refuse collection drivers

The Odra-Pisuerga Association of Municipalities has approved, via Mayoral resolution dated September 1, 2026, the rules and the call to establish a job bank for full-time temporary labor personnel in the category of multipurpose garbage collection driver-operator. The announcement is published in the Official Gazette of the Province of Burgos number 175, dated September 15, 2026, with reference BOPBUR-2026-03789, and opens a application submission period of ten business days starting from the day following its publication.

The selection process is managed through a merit-based competition system, with a maximum score of 100 points, and adheres to the constitutional principles of equality, merit, capacity, and publicity, as well as the basic regulations of public employment. The resulting job bank will be valid for four years from its approval, extendable until a new one is created.

Position Profile and Functions

The announced vacancy corresponds to full-time temporary labor personnel, with a workday of 37.5 hours per week and a flexible schedule determined by the Presidency. The assigned functions include driving the garbage truck and various machinery of the association, the transport and collection of machinery and equipment, the filing of reports for improper deposits, the cleaning and maintenance of spaces and facilities, and collaboration in cultural and sporting activities.

• Driving the garbage truck and the association’s machinery.
• Transport, reception, delivery, and collection of machinery, equipment, and documents.
• Filing reports for infractions regarding the deposit of garbage and equipment.
• Cleaning and maintenance of spaces, machinery, and equipment.
• Availability for emergencies and contact via mobile phone, including weekends and holidays.

Applicant Requirements

To be admitted, applicants must meet the requirements of Article 46 of Law 7/2005, of May 24, on the Public Service of Castilla y León, in relation to Article 56 of the revised text of the Basic Statute of the Public Employee. In addition to a school graduate degree or equivalent, specific driving licenses are required.

• Hold a valid type B driving license.
• Hold a valid type C driving license for trucks.
• Hold the C.A.P. (Certificate of Professional Competence for drivers) or be in the process of obtaining it.

Submission of Applications and Selection

Applications shall be addressed to the president of the association of municipalities and may be submitted at the general registry, located in the municipal offices of the Ayuntamiento de Melgar de Fernamental (plaza España, no. 1), in the electronic registry of the association (https://odrapisuerga.sedipualba.es), or at the locations provided for in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure. They must be accompanied by a photocopy of the DNI (ID), driver’s license, curriculum vitae, and documentation proving the alleged merits.

The evaluation will be carried out by a collegiate tribunal of at least five members, with a predominantly technical composition. Merits are scored up to a maximum of 100 points:

• Professional experience: up to 40 points (0.50 points per month in garbage truck driving and 0.25 per month in truck or trailer driving).
• Other merits: up to 40 points (seniority of type C license, seniority of the CAP, higher education degree, and training courses).
• Personal interview: up to 20 points, assessing driving, risk prevention, teamwork, and citizen service.

The pool will be published on the electronic headquarters and on the notice board of the association, and calls will be made in strict order of score, with a minimum of three telephone contact attempts between 9:00 and 14:00 hours. The rules, signed on September 2, 2026, by the president, Jesús Ignacio Grajal Martín, may be challenged by means of an appeal for reversal before the Presidency within one month.
