The La Serena-Vegas Altas Association of Municipalities completes its Governing Board

The “La Serena-Vegas Altas” Comprehensive Service Association has appointed José Alberto Nieto Asensio as a member of its Governing Board. The appointment was resolved by the entity’s Presidency on September 17, 2026, and published in the Official Gazette of the Province of Badajoz on September 21, 2026, under announcement 3660/2026. With this appointment, the remaining vacancy to complete the composition of the collegiate body has been filled.

The resolution is issued in order to comply with the provisions of articles 46.1 and 52.4 of the Regulations on the Organization, Operation, and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28. The file is processed at the association’s headquarters in Villanueva de la Serena (Badajoz), and the announcement is included in the Local Administration section of the provincial gazette.

A vacancy open since the June resignations

The origin of the vacancy lies in the resignations from office submitted by Francisco Javier Fernández Cano and Cristian Maldonado Muñoz. Following those resignations and once the President and Vice President were elected, the Presidency issued a resolution on June 15, 2026, appointing the following as members of the Governing Board:

• Ángel Calderón Poves, in his capacity as Vice President.
• María José Benavides Méndez.
• Ana Mansanet Rodríguez.

A fourth position remained pending, now assigned to José Alberto Nieto Asensio, which completes the composition of the body.

Assistance to the Presidency and management of the association

The resolution recalls that the Governing Board is a mandatory collegiate body with its own non-delegable attribution: providing permanent assistance to the president in the exercise of their duties, in addition to those delegated by the president or the Assembly and those assigned by law.

The applicable framework is detailed in the announcement itself:

• Article 32 of Law 17/2010, of December 22, on Associations and Minor Local Entities of Extremadura defines the Governing Board as a body for assisting the Assembly and the President and for the management of the association.
• This same provision establishes that it is composed of the President and the Vice President along with representatives of the associated municipalities and minor local entities, in a number never exceeding one-third of the members of the Assembly.
• Article 13 of the association’s statutes reproduces this composition and grants the Presidency the power of free appointment and removal of its members.
• The resolution also invokes articles 20 and 21 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and articles 52, 53, and concordant articles of the 1986 regulations.

Notification, publication, and entry into force

The Presidency’s agreement is deployed in three points. The first formalizes the appointment of José Alberto Nieto Asensio. The second orders the personal notification of the resolution to the appointee, the publication of the announcement in the Official Gazette of the Province, and the reporting of this to the Assembly in the first session it holds. The third establishes that the appointment will take effect from the day following the date recorded in the signature.

The announcement is signed by the Secretary of the association of municipalities, Bernardo Gonzalo Mateo, with a digital signature date in Villanueva de la Serena.

The appointment affects all the municipalities and smaller local entities associated in La Serena-Vegas Altas, as the Governing Board is the body that assists the Presidency and manages the association. With the incorporation of José Alberto Nieto Asensio, the entity prevents the vacancy from being prolonged and leaves its governing body constituted for the remainder of the term.
