The Esla-Bernesga Association calls for a driver-collector talent pool

The Mancomunidad Esla-Bernesga has published in the Official Gazette of the Province of León the regulatory bases for the call to establish an employment pool for urban solid waste driver-collectors, intended to guarantee the continuity of the waste collection and transport service. The call, processed under file 47/2026, appears in bulletin number 164, dated Friday, August 28, 2026, page 29 of 39, with the official reference BOP-LE-2026-164014.

One vacancy due to retirement

The pool is created with an immediate objective: to temporarily cover the structural driver-collector position that will become vacant as a result of the retirement of its current holder, scheduled for October 8, 2026. The association provides the member municipalities with the urban waste collection and transport service, a public service of a permanent, continuous, and essential nature, making it imperative to have an agile procedure that ensures coverage while the definitive solution is processed.

In addition to the retirement vacancy, the pool will serve to meet other temporary needs of the same category: substitutions, temporary disabilities, leaves, vacations, occasional accumulations of tasks, or any other circumstance that allows for temporary hiring in accordance with current legislation.

Requirements and submission of applications

To participate in the procedure, applicants must meet the following requirements by the date the application submission period ends:

  • Hold Spanish nationality or fall under one of the cases provided for in Article 57 of the revised text of the Basic Statute of Public Employees.
  • Be at least sixteen years of age and not exceed the maximum compulsory retirement age.
  • Hold a valid Class C driving license.
  • Hold a valid Certificate of Professional Competence (CAP) required for professional driving.
  • Possess a graduate degree in Compulsory Secondary Education, school graduate, or equivalent.

Applications shall be addressed to the President of the Mancomunidad Esla-Bernesga and may be submitted at the general registry of the association, through its electronic headquarters, or by any of the means established in Article 16.4 of Law 39/2015. Given the urgency of the procedure, the submission period will be three business days, counted from the day following the publication of the call in the official provincial gazette.

Selection by competitive examination (concurso-oposición)

The selection system will be a competitive examination (concurso-oposición), with a maximum score of 10 points. The examination phase will consist exclusively of a practical test, which is mandatory and eliminatory, directly related to the actual functions of the position and the vehicles, machinery, and equipment used in the service. The test will be graded from 0 to 8 points, and a minimum of 4 points is required to pass.

The merit phase (concurso) will assess only professional experience, with a maximum of 2 points:

  • Services as a waste collection driver in public administrations, local entities, associations of municipalities, or consortiums: 0.10 points per full month, up to 1.50 points.
  • Services in other professional heavy vehicle driver positions or those related to waste collection: 0.05 points per full month, up to 0.50 points.

The pool will have an initial validity of three years, extendable for one more, and will operate on a rotating basis: whoever accepts a call and formalizes a contract will move to the last place once it is completed, so that all members successively have the possibility of being called.

A direct job opportunity

The call represents an immediate job opportunity for professional drivers in the province of León who hold a class C license and the CAP, in a context of urgency marked by the upcoming retirement of the current position holder. The first candidate on the final list will be called to temporarily fill the vacancy on October 8, 2026, and the pool will remain operational for three years to meet the needs of the association’s waste collection service.
