The El Quijote Association initially approves the 2026 budget

The Plenary of the Mancomunidad El Quijote initially approved, in an extraordinary session held on October 21, 2026, the general budget, the execution bases, and the personnel staffing for the 2026 financial year. The agreement is published in the Official Gazette of the Province of Ciudad Real number 204, corresponding to Thursday, October 22, 2026, within the Local Administration section (announcement number 3426). The approval is now subject to a period of fifteen business days of public exhibition before becoming final.

The mancomunidad, headquartered in Alhambra, closes its annual account configuration procedure with this step. The announcement is supported by article 169 of RDL 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries, and article 20 of RD 500/1990, of April 20, which regulate the approval and publicity of the budgets of local entities. The text signed by the president, Pedro Antonio Palomo Mata, does not detail the global amounts or the breakdown of income and expenses, which must be consulted in the file deposited at the disposal of interested parties.

Fifteen business days of public exhibition

The agreement will remain posted on the notice board of the Alhambra City Council for fifteen business days, counted from the day following the publication of the announcement in the Official Gazette of the Province of Ciudad Real. During this period, any interested party may examine the file and present any allegations they deem appropriate.

The terms of the procedure are as follows:

• Deadline: fifteen business days from the day following the publication in the BOP.
• Place of exhibition: notice board of the Alhambra City Council.
• Accessible documentation: the general budget, the execution bases, and the personnel staffing for 2026, along with the mandatory documentation of the file.
• Recipient of claims: the Plenary of the Mancomunidad El Quijote.
• Legal basis of the procedure: articles 170 and 22 of RDL 2/2004 and RD 500/1990.

Final approval if there are no claims

The announcement specifies that, if no claim is presented during the public exhibition period, the budget will be considered definitively approved without the need for a new plenary agreement. Otherwise, the Plenary must resolve the allegations presented before the final approval, which may introduce modifications to the initial figures and the planned staffing.

The 2025 general account, also in the same gazette

The same issue of the bulletin includes, on the previous page, another announcement from the Mancomunidad El Quijote (announcement number 3425) regarding the public exhibition of the general budget account for 2025. In this case, the text adheres to article 212.3 of RDL 2/2004 and specifies that the account was reported by the Special Accounts Commission on October 21, 2026.

The procedure also opens a period of fifteen business days from the day following publication to submit claims, objections, or observations. Challenges must be addressed to the Plenary of the mancomunidad and submitted to the General Registry of the Alhambra City Council.

Both announcements outline the entity’s economic control calendar on a single day: the settlement of the previous year and the authorization of the next. For the residents and entities of the municipalities that make up the mancomunidad, the fifteen-business-day period is the only window to review and question both the closed accounts of 2025 and the budget and staffing with which the mancomunidad will operate in 2026, before the agreement becomes final.
