La Mancomunidad Desfiladero y Bureba revisa la tasa del agua de Pancorbo

The Mancomunidad Desfiladero y Bureba has provisionally approved the modification of the fiscal ordinance regulating the fees for low-pressure water supply coming from the Pancorbo WTP (Bureba-Norte). The agreement was adopted by its assembly of councilors in an ordinary session held on September 17, 2026, and is published in the Official Gazette of the Province of Burgos no. 189, dated October 5, 2026, in section III. Local Administration (C.V.E. BOPBUR-2026-04083). Interested parties have a period of thirty business days to submit claims and suggestions.

The announcement is based on Article 17 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries (TRLRHL). The regulation requires the agreement to be subject to public exhibition before it enters into force, meaning that the modification approved by the assembly is not yet final.

The body promoting the change is the assembly of councilors of the mancomunidad, an entity that groups together the municipalities served by the water catchment and purification in the northern area of the Bureba region. The announcement was signed in Pancorbo, on September 17, 2026, by the president of the entity, Juan Manuel Ramos Avellaneda.

Provisional approval and public exhibition

The assembly of councilors agreed to the provisional approval of the modification of the fiscal ordinance in its ordinary session on September 17, 2026. The text is exhibited to the public for the legally provided period so that any interested party may present claims or suggestions.

  • Decision-making body: assembly of councilors of the Mancomunidad Desfiladero y Bureba.
  • Object: fiscal ordinance regulating the fees for low-pressure water supply from the Pancorbo WTP.
  • Scope: users of the Bureba-Norte area.
  • Date of agreement: September 17, 2026.
  • Publication: Official Gazette of the Province of Burgos no. 189, dated October 5, 2026.
  • Official reference: BOPBUR-2026-04083.

Period for allegations and effects of silence

The public exhibition period is thirty business days, counted in accordance with the provisions of Article 17 of the TRLRHL, and is open for interested parties to formulate claims and/or suggestions against the provisional approval agreement.

If no claim is submitted during that period, the plenary agreement will be considered final, as established in Article 17.3 in fine of Royal Legislative Decree 2/2004, of March 5. Otherwise, the mancomunidad must resolve the submitted allegations before the final approval of the ordinance.

An entity with open files in the same plenary session

The modification of the water ordinance is not the only matter approved by the assembly in the session of September 17, 2026. The same bulletin publishes the public exhibition of the credit modification file number 3/2026, under the modality of extraordinary credit and credit supplement, which affects the current budget of the association of municipalities.

This file is financed by the liquid Treasury surplus resulting from the settlement of the previous year and by a grant from the Junta de Castilla y León, and remains balanced with no initial deficit. Legitimate interested parties may submit claims within fifteen business days from the day following the insertion of the announcement in the bulletin.

The coincidence of both procedures in the same issue of the bulletin depicts an entity immersed in the revision of its economic and fiscal instruments, from the budget to the fees that sustain the supply service.

Impact for the users of Bureba-Norte

The modification directly affects the water bills of the residents and municipalities integrated into the association, who will see an update to the ordinance that sets the low-pressure supply fees from the Pancorbo WTPS. The public exhibition process is the last opportunity for users and interested entities to submit allegations before the regulation is finalized, meaning the thirty-business-day calendar is decisive for the final content of the ordinance.
