The Mancomunidad del Cidacos tenders home care services and delegates competencies

The Council of the Association of Municipalities of the Cidacos Basin agreed, in its session on September 22, 2026, to initiate the procurement process for the Home Help service and to delegate to the Presidency all the powers corresponding to the Council as the contracting body in relation to said process. The decision is published in the Official Gazette of La Rioja number 186, corresponding to Monday, September 28, 2026, in section III of other provisions and acts, page 16411, under the official reference BOR-A-20260928-III–3654 and with the file number 202609240124638.

Delegation of powers for effectiveness and efficiency

According to the published text, the Council’s agreement responds to reasons of effectiveness and efficiency, and concentrates in the Presidency of the entity all the powers of the contracting body while the home help service file is being processed. The publication is carried out in compliance with the agreement itself, without prejudice to its effectiveness from the day following its adoption, as indicated in article 51.2 of Royal Decree 2568/1986, of November 28, which approves the Regulations on Organization, Operation, and Legal Regime of Local Entities.

The document was signed in Arnedo on September 23, 2026, by the president of the entity, Catalina Bastida de Miguel, who also appears as the person responsible for the Association in the social services agreements signed this year with the regional government.

An entity with weight in the Basic Network of Social Services

The Association is a relevant piece of the first level of the public social services system in La Rioja, as reflected by the economic commitments published this month:

• Agreement with the Government of La Rioja for the joint financing of programs and investments of the first-level Basic Network of the Social Services System, with a contribution of 1,909,225.40 euros, signed on May 29, 2026, and in force from January 1, 2026, to December 31, 2027 (Resolution 1365/2026, BOR number 180, of September 18, 2026).
• Allocation of 32,246.86 euros for 2026 within the Basic Material Assistance Program, according to Resolution 4/2026 of the General Directorate of Social Services and Equality Institute (BOR number 180, of September 18, 2026).

Other procedures of the Association in the same gazette

The procurement of home help is not the only matter of the entity in the September 28 edition, which also includes:

• The approval of the 2026-2027 economic-financial plan, agreed upon in the Plenary session of September 22, 2026, under article 23.4 of Organic Law 2/2012, of April 27, on budgetary stability and financial sustainability (page 16410, reference BOR-A-20260928-III–3651, file 202609240124637).
• The public exhibition of the 2025 general account for a period of fifteen days, in accordance with article 212 of the Revised Text of the Law Regulating Local Treasuries (page 16412, reference BOR-A-20260928-III–3653, file 202609240124641).

The initiation of the proceedings opens the administrative channel for the Mancomunidad (Association of Municipalities) to put out to tender an essential service for elderly and dependent persons within its territorial scope, and transfers to the Presidency the decision-making power regarding specifications, award, and formalization. For companies in the care sector, the announcement marks the starting point of a procedure that will affect the daily provision of the service in the municipalities integrated into the entity.
