La Libertad creates the Chavimochic Agricultural Research Center

The Regional Government of La Libertad ordered the creation of the Chavimochic Agricultural Research Center (CIA CHAVIMOCHIC) and its implementation under the responsibility of the Chavimochic Special Project (PECH), through Regional Ordinance No. 000015-2026-GRLL-CR. The regulation, approved by the Regional Council and promulgated by Governor Joana del Rosario Cabrera Pimentel, was published in the Legal Norms section of the Official Gazette El Peruano on Monday, September 7, 2026, pages 27 to 29.

The ordinance, dated in Trujillo on July 13, 2026, creates a specialized instance for applied scientific research, agricultural innovation, and technological transfer, aimed at strengthening the productivity, competitiveness, and sustainability of the regional agricultural sector. Its purpose is to close production gaps, improve agricultural profitability, and consolidate the vision of the producer as a competitive agent and agro-exporter.

A center based on already installed capacities

The creation of CIA CHAVIMOCHIC is based on the technical capacities already possessed by the Chavimochic Special Project, which has laboratories for water, soil, plant biotechnology, and biological controllers, as well as experience in technological transfer, technified irrigation, and experimental plots with alternative crops at the San Carlos Camp. The regional government’s gap diagnosis shows a high proportion of producers without access to technical assistance, innovation, and technological transfer services.

The regulation is supported by Regional Ordinance No. 014-2024-CR, which empowered PECH to carry out dissemination, agricultural promotion, and training activities in the twelve provinces of La Libertad, and by Law No. 16667 (1967), which declared the execution of the irrigation project to be of public necessity and utility.

Progressive implementation and articulation

Article Three stipulates that the Chavimochic Special Project shall lead the progressive implementation of the center at the San Carlos Camp, within the framework of its competencies, existing technical capacities, and budget availability. Implementation will be carried out according to a plan approved by PECH, prioritizing the closing of gaps and territorial attention across the twelve provinces.

The center will articulate inter-institutional cooperation actions with various entities:

• the Regional Directorate of Agriculture and the Agricultural Agencies of the region;
• the Jequetepeque-Zaña Special Project (PEJEZA);
• the National Agricultural Health Service (SENASA);
• the National Institute of Agricultural Innovation (INIA);
• public and private universities of La Libertad, as well as foreign universities and other specialized entities.

Financing without additional expenditure

The institutional design of the CHAVIMOCHIC CIA combines regional public financing with complementary mechanisms, under a gradual scheme that prioritizes consolidating essential functions with existing resources. According to the technical and legal reports cited in the regulation, the proposal has technical and budgetary viability, as it is based on the optimization of resources and the management of alliances, without demanding additional public funds or generating an increase in payroll.

The ordinance will enter into force the day after its publication in the Official Gazette El Peruano and on the electronic portal of the Regional Government of La Libertad. The president of the Regional Council, Indhira Leyla Espir Calderón, signed the regulation, which was promulgated on July 24, 2026.

With this measure, the region seeks to ensure that every agricultural producer has the technical and technological capacities to improve their productivity and transition toward a competitive and agro-exporting profile, contributing to the economic, social, and environmental development of La Libertad and the country.
