La Línea appoints two administrative assistants through internal promotion

The City Council of La Línea de la Concepción has appointed Francisco Javier Otero Guerrero and Zaraida Sánchez Mangas as career civil servants to fill two positions of Administrative Assistant, General Administration Scale, Assistant Subscale, assistant class, Group C, Subgroup C2. The agreement, adopted by the first deputy mayor and delegate of the Public Services and Infrastructure Area, is published in the Official Gazette of the Province of Cádiz number 169, dated September 2, 2026, under announcement number 276.723.

The decision was formalized through Decree No. 3554/2026 (file LIPER-00386-2026), dated August 20, 2026, registered in the Council’s Resolution Book. The document, signed by the acting mayor Juan Domingo Macías Pérez, also orders the publication of the appointment on the Edicts Board of the corporate website and in the provincial gazette.

A selection process via internal promotion

The positions, vacant in the municipal staff and included in the 2025 Public Employment Offer, were filled through the competitive examination system (concurso-oposición) under the internal promotion shift. The rules of the call were published in the BOP of Cádiz number 29, dated February 12, 2026.

The Qualifying Tribunal made the appointment proposal on July 17, 2026, in favor of the candidates with the highest final score. The file included a favorable report from the Head of Human Resources, dated August 12, 2026, and the audit of the Acting Deputy Comptroller of Funds (report no. 2026/4668), which endorsed the processing.

The appointees and their positions

The two career civil servants are assigned to the following staff codes:

• Francisco Javier Otero Guerrero (NIF *2184), position with staff code 121.116.
• Zaraida Sánchez Mangas (NIF *6448), position with staff code 432.016.

Both must take office within one month from the day following the notification of the appointment, after taking an oath or promise in accordance with Royal Decree 707/1979, of April 5, which regulates the formula for taking possession of public offices or functions, as established in the eleventh Base of the call.

Legal framework and procedures

The appointment is issued by virtue of the powers conferred by articles 21.1.h) and 102.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, article 136 of Royal Legislative Decree 781/1986, of April 18, and article 7 of Royal Decree 896/1991, of June 7, on the selection of Local Administration civil servants. The resolution will be reported to the Plenary in the next ordinary session, in compliance with article 42 of Royal Decree 2568/1986.

The filling of these two positions consolidates the City Council’s administrative assistant staff and reinforces internal promotion as a means of access to local public service, a mechanism that allows municipal employees to progress in their professional careers without the need for an external competition. For the candidates who participated in the process, the announcement definitively closes the selection and opens the period for the two new career civil servants to take office.
