La Línea appoints Luis Guisado as a career civil servant IT technician

The City Council of La Línea de la Concepción has appointed Luis Guisado Duarte as a career civil servant to fill a position as IT Technician, categorized under the General Administration Scale, Administrative Subscale, Group C, Subgroup C1, full-time. The appointment is formalized by Decree No. 3277/2026 (file LIPER-00348-2026), issued on August 4, 2026, by the mayor-president, and published in the Official Gazette of the Province of Cádiz number 163, dated August 25, 2026.

The position corresponds to the 2021 Extraordinary Offer for the Stabilization of Temporary Employment, a selection process processed through a merit-based competition system in the open turn, as provided for in the sixth additional provision of Law 20/2021, of December 28, on urgent measures for the reduction of temporary employment in the public sector.

A long-term selection process

The rules of the call were published in the BOP of Cádiz No. 228, of November 29, 2022, in the BOJA No. 94, of May 19, 2023, and announced via a notice published in the BOE No. 180, of July 27, 2023. On July 6, 2026, the Qualifying Tribunal made the appointment proposal in favor of the applicant who obtained the highest final score.

The file was completed with the mandatory reports:

• Report from the head of Human Resources, dated July 21, 2026, certifying the timely submission of the documentation provided for in the second rule.
• Report from the Acting Funds Auditor No. 2026/4534, dated August 3, 2026, providing a favorable audit for the processing.

Appointment details

The decree resolves to appoint Luis Guisado Duarte (ID ***5478) as a career civil servant for the IT Technician position with code N920.014 C1, full-time, corresponding to the 2021 Extraordinary Offer for the Stabilization of Temporary Employment. The resolution is issued by virtue of rule 9 of the selection process, Article 47 of Royal Decree 364/1995, of March 10, and Article 21.1.h) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

Reduction of temporary employment in local government

This appointment is part of the stabilization plan promoted by Law 20/2021, which requires local administrations to consolidate positions occupied temporarily through merit-based competition processes. By filling this IT Technician position permanently, the City Council of La Línea de la Concepción makes progress in reducing the temporality of its workforce and stably reinforces its electronic administration and IT management services, a key area for the modernization of municipal management.
