La Línea introduces new sanitation and purification rates for 2026-2027

The Mancomunidad de Municipios del Campo de Gibraltar has finalized the provisional agreement for the modification of the Fiscal Ordinance regulating the Non-Tax Public Patrimonial Provision (PPCPNT) of the Wastewater Sanitation and Purification Service in the municipality of La Línea de la Concepción, excluding the Alcaidesa Urbanization. The announcement is published in the Official Gazette of the Province of Cádiz, number 160, dated August 20, 2026, and will enter into force the day following its complete publication.

The Plenary of the entity’s District Board, in an ordinary session held on June 1, 2026, approved the modification proposal, which also incorporates a new Article 10 regarding the enforcement procedure (vía de apremio). The public company Agua y Residuos del Campo de Gibraltar, S.A. (ARCGISA) participates as an instrumental entity in the material management of the service, overseeing the provision by the concessionaire company.

New fixed fees for 2026 and 2027

The ordinance establishes a quarterly fixed fee based on the meter diameter (DN) for domestic use, with differentiated values for each fiscal year. Among the most common brackets, the following stand out:

• DN 13: €6.77/quarter in 2026 and €7.01 in 2027.
• DN 15: €12.91 in 2026 and €13.37 in 2027.
• DN 20: €19.71 in 2026 and €20.41 in 2027.
• DN 25: €51.00 in 2026 and €52.82 in 2027.
• DN 30: €84.74 in 2026 and €87.76 in 2027.
• DN 40: €130.15 in 2026 and €134.79 in 2027.
• DN 200 and above: €628.64 in 2026 and €651.10 in 2027.

Variable fee by consumption

The variable portion is calculated by blocks of cubic meters consumed. For domestic use, in 2026 the price ranges between €0.3279/m³ in the 0 to 15 m³ bracket and €0.5822/m³ above 90 m³; in 2027 the values rise to €0.3396/m³ and €0.6030/m³ respectively. For non-domestic uses, businesses, and industries, the 2027 rate is €0.6209/m³ up to 50 m³ and €0.7331/m³ beyond that volume, with identical amounts for official bodies, shopping centers, and canning factories.

Bonuses, surcharges, and other concepts

The ordinance includes social and control measures:

• Pensioners and retirees with family incomes lower than 1.5 times the minimum interprofessional wage (SMI): 50% bonus on the variable fee of the first consumption block.
• Large families with incomes lower than twice the SMI: 50% reduction in the first block, extended to the first two blocks for those of special category.
• 5% surcharge on the variable fee for non-domestic users who do not have an updated discharge authorization.
• Direct discharges into the WWTP from septic tanks: €75 per tank up to 8 m³, €7/m³ additional, and €100 for control and inspection.
• Connection inspection fees: €54.

The modification, which replaces the one definitively approved and published in the BOP of Cádiz number 151, of August 6, 2024, affects all water service subscribers in the municipality, who will see their sanitation and purification fees updated over the next two fiscal years.
