La Junta suspende los incentivos energéticos del Programa 2 agroalimentario

The Andalusian Energy Agency has voided the call for incentives for Program 2 “Business Sector and Agri-food Chain” due to the exhaustion of the allocated budget. This measure is detailed in the Resolution of September 28, 2026, published in the Official Gazette of the Government of Andalusia (BOJA) No. 192, of October 2, 2026, page 12842, within section 1 of General Provisions. Consequently, the deadline for submitting incentive applications for actions included in the intervention fields associated with the related budget items is suspended.

The framework: the Order of April 24, 2025

The suspended call derives from the Order of April 24, 2025, of the Ministry of Industry, Energy and Mines, which approved the regulatory bases for the granting of incentives for the efficient use of energy in Andalusia (BOJA No. 81, of April 30). These bases contemplate four action programs, including Program 2 “Business Sector and Agri-food Chain”.

The first additional provision of the order establishes that the calls are carried out via a resolution from the head of the Management Directorate of the Andalusian Energy Agency, published in the BOJA and in the National Grants Database. The call for Program 2 was approved by Resolution of October 27, 2025 (BOJA No. 212, of November 4) and was modified by the Resolution of May 25, 2026 (BOJA No. 99 C2, of May 26).

The application period opened at 9:00 AM on November 12, 2025, and was intended to remain open until its conclusion was declared or, failing that, until September 30, 2027.

A maximum credit of 72.78 million

The call set a maximum budget credit amount of 72,783,790 euros, with maximum amounts per item. The fourteenth resolution provided that, before the deadline expired, if any credit were exhausted or lacked sufficient availability, the Management Directorate would issue the corresponding resolution for publication in the BOJA.

According to the resolution now published, the applications submitted exhaust the maximum credit of the intervention fields of the funds included in the following items:

  • 2151170000/73A/77200/A421AD38RP/2024000020: 4,782,569 euros in 2026, 14,347,706 euros in 2027 and 12,753,516 euros in 2028; total 31,883,790 euros.
  • 2151170000/73A/77200/A421AD39RP/2024000021: 337,500 euros in 2026, 1,012,500 euros in 2027 and 900,000 euros in 2028; total 2,250,000 euros.
  • 2151170000/73A/77200/A421BB48RP/2024000025: 3,202,500 euros in 2026, 9,607,500 euros in 2027 and 8,540,000 euros in 2028; total 21,350,000 euros.

Together, the three items total 55,483,790 euros of the 72,783,790 euros of maximum credit for the call.

Temporary suspension and possible reopenings

The first resolution suspends the call “due to the exhaustion of the allocated budget” and, consequently, the deadline for submitting applications for those actions. The suspension remains in effect until the Management Directorate issues the resolution declaring the conclusion of the period or, where applicable, the one that updates the maximum credit through the incorporation of new credits or the redistribution of available ones.

The resolution itself specifies that this update will be carried out to optimize funds, adapt them to the requested types of action, and achieve their full utilization, in accordance with the first additional provision and the first final provision of the Order of April 24, 2025. The second resolution orders the publication of the text in the BOJA.

The document is signed in Seville, on September 28, 2026, by the Managing Director, Silvia Sánchez Martínez.

Impact on the agri-food chain

The suspension affects companies and the Andalusian agri-food chain that expected to benefit from these energy efficiency incentives, as the application route for actions linked to the three exhausted budget lines is temporarily closed. The decision does not definitively cancel the call: it leaves open the possibility that new credits or a budgetary redistribution may reopen the deadline, which maintains the expectation for applications already submitted and those that may be admitted in the future.
