The Regional Government subsidizes driver's licenses for young people in Castilla y León

The Regional Ministry of Mobility, Digital Transformation and Artificial Intelligence of the Junta de Castilla y León has approved the regulatory bases to subsidize the obtaining of a Class B driver’s license for young people in the community, with grants of up to 900 euros. The regulation is published in the Official Gazette of Castilla y León number 167, dated August 28, 2026, through Order MTD/830/2026, dated August 27, signed by the regional minister Cristina Sanchidrián Blázquez.

The order, which comes into force the day after its publication, establishes a competitive grant regime and is part of the Regional Ministry’s Strategic Subsidy Plan for the 2023-2026 period. The measure is justified by the unique territorial characteristics of Castilla y León, marked by its vast extension, the dispersion of the population, and the weight of the rural environment, which condition the mobility of young people and their access to employment, education, and public services.

Beneficiaries and requirements

Natural persons who meet the following requirements may be beneficiaries:

• Be at least 18 years old and, at most, turn 30 years old within the calendar year in which the call is published.
• Reside and be registered (empadronadas) in any municipality of Castilla y León at least five years prior to obtaining the license.
• Maintain the registration uninterruptedly for at least three years after submitting the application.
• Obtain the Class B driver’s license within the subsidizable period established by the call.

Amounts based on income

The maximum amount of the subsidy will be 900 euros, determined based on the income of the household unit, measured in multiples of the IPREM:

• Income less than 1.5 times the IPREM: up to 900 €.
• Income between 1.5 and 2.5 times the IPREM: up to 750 €.
• Income between 2.5 and 3.5 times the IPREM: up to 600 €.
• Income equal to or greater than 3.5 times the IPREM: up to 450 €.

Subsidizable expenses include enrollment, theoretical and practical classes—which must be taken at approved driving schools with a branch open in Castilla y León—as well as exam fees and traffic taxes. Expenses for medical and psychotechnical tests are excluded.

Management and processing

Management will be carried out with the collaboration of the public company Sociedad Pública de Infraestructuras y Medio Ambiente de Castilla y León S.A. (SOMACYL) as a collaborating entity. Applications shall be submitted electronically through the electronic office of the Community Administration, and the maximum period for resolution and notification shall be six months from the end of the submission period. The order of priority will be established from the lowest to the highest income level, with reduction coefficients of 20% and 30% for general and special large families, respectively.

The grant, which will be paid in a single installment, is compatible with other aid provided that the total amount does not exceed the cost of the action. The measure aims to reduce the youth unemployment rate, stabilize the population in the territory, and generate a positive impact on the network of more than 250 driving schools in the community.
