The Regional Government opens a public consultation period regarding the occupation of livestock tracks in Hornachuelos

The Territorial Delegation of Sustainability and Environment in Córdoba, under the Regional Government of Andalusia (Junta de Andalucía), has opened a one-month public information period regarding the occupation file for two livestock routes in the municipality of Hornachuelos. The agreement, published in the Official Gazette of the Province of Córdoba (BOP) No. 204, dated October 21, 2026, affects the Cordel de las Palmillas and the Cañada Real Soriana and is in response to a sewage connection project. The announcement appears in section IV, dedicated to the Junta de Andalucía, on pages 15219 and 15220, with the official reference BOP-A-2026-3394.

The file and its promoter

The administrative procedure is processed under reference VP/1664/2025 (T0400) and is promoted by the entity Hornaturalia 21 SL. The objective is the occupation of public livestock domain lands to execute a sewage connection intended for the accommodation and restaurant located at the “La Almarja” estate, in the municipality of Hornachuelos, province of Córdoba.

The two livestock routes involved are identified in the agreement with their official codes:

• Cordel de las Palmillas, code 14036010.
• Cañada Real Soriana, code 14036001.

Both are part of the livestock route network of the municipality of Hornachuelos, and their occupation requires authorization from the competent regional administration in matters of sustainability and environment.

Legal basis and scope of the procedure

The agreement is adopted in accordance with Article 14 of Law 3/1995, of March 23, on Livestock Routes (BOE No. 71, of March 24), and Article 48 of Decree 155/1998, of July 21, which approves the Livestock Routes Regulations of the Autonomous Community of Andalusia (BOJA No. 87, of August 4). Furthermore, Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and Article 13.1.e) of Law 1/2014, of June 24, on Public Transparency of Andalusia are invoked.

The deadline for submitting allegations is one month from the publication of the announcement, and the opening of the procedure extends to “any natural or legal person,” according to the text of the agreement, who may examine the file and formulate as many allegations as they deem appropriate.

The documentation for file VP/1664/2025 (T0400) can be consulted electronically on the Junta de Andalucía Portal, within the Transparency Section, Active Publicity subsection, in the space that the Ministry of Sustainability and Environment dedicates to documents submitted for public information.

It is also available in person at the offices of the Territorial Delegation, at Tomás de Aquino s/n street, Multiple Services building, 7th floor, in Córdoba, with the following service schedule:

Allegations must be addressed to the head of the body adopting the agreement and submitted through the General Electronic Registry of the Junta de Andalucía, any registry of the Ministry of Sustainability and Environment, or any other administrative registry, in accordance with article 16.4 of Law 39/2015.

The agreement was signed in Córdoba on September 30, 2026, by the territorial delegate of Sustainability and Environment, Daniel García-Ibarrola Díaz, and has the Secure Verification Code 5646 CAB0 B86E 4DFE A8D7.

Impact for owners and users

The opening of this procedure directly affects the owners of land adjacent to the Cordel de las Palmillas and the Cañada Real Soriana, as well as the users of these livestock routes, who have one month to appear and make allegations regarding a work that will occupy public livestock domain in Hornachuelos. The publication in the BOP ensures the dissemination of the procedure and allows estate owners, associations, and any interested party to review the documentation before the Junta de Andalucía resolves the occupation requested by Hornaturalia 21 SL.
