The Official Gazette of the Regional Government of Andalusia (BOJA) number 171, dated September 3, 2026, publishes the leadership change in Andalusian tourism policy. Through three decrees from the Governing Council, dated August 31, the dismissal of Elena Baena Romero as Director General of Tourism and Hospitality Planning is ordered, along with the appointment of Estrella Díaz Sánchez and Javier Mateos de Porras Gómez to the two general directorates of the area.
The three decrees are included in section 2.1 “Appointments, situations and incidents” of the summary, under the Regional Ministry of Tourism, Justice, Deregulation and Local Administration, and are one page in length each.
The three decrees of the transition
The dismissal and the two appointments are formalized in three distinct provisions, all dated August 31, 2026:
- Decree 488/2026 (text no. 11430): dismissal of Elena Baena Romero as Director General of Tourism and Hospitality Planning.
- Decree 489/2026 (text no. 11429): appointment of Estrella Díaz Sánchez as Director General of Tourism and Hospitality Planning.
- Decree 490/2026 (text no. 11428): appointment of Javier Mateos de Porras Gómez as Director General of Tourism and Catering Promotion and Impulse.
Two profiles for two directorates
With this move, the Regional Government of Andalusia completely renews the leadership of the tourism area. Estrella Díaz Sánchez takes over the General Directorate of Tourism and Hospitality Planning, the position vacated by Elena Baena Romero, while Javier Mateos de Porras Gómez joins the General Directorate of Tourism and Catering Promotion and Impulse.
The appointments occur at a key moment for the sector, which constitutes one of the main economic engines of the Andalusian autonomous community.
A strategic sector for Andalusia
Tourism is one of the activities with the greatest weight in Andalusia’s GDP and employment, and the reorganization of its executive leadership aims to strengthen both the regulatory planning and hospitality as well as the promotion and impulse of the destination in national and international markets.
The three decrees enter into force upon their publication in the BOJA, meaning the new appointments are fully operational as of this September 3, 2026.
