La Junta reasigna 12 millones FEDER entre las modalidades de I+D+i biomédica

The General Directorate for Research, Innovation and Training of the Ministry of Presidency, Health and Emergencies has modified the budgetary distribution among the modalities of the ERDF grant call for the financing of Research, Development and Innovation (R&D+i) in Biomedicine and Health Sciences in Andalusia. The decision is formalized in the Resolution of October 19, 2026 and published in the Official Gazette of the Regional Government of Andalusia (BOJA) no. 206, of October 23, 2026, with official reference 00345131. The overall amount of the line remains unchanged: 12,019,500.00 euros.

The framework: a 2025 call with European funds

The original call is the Resolution of November 14, 2025, from the General Secretariat for Research, Innovation and Public Health, published in BOJA no. 224, of November 20, 2025. It was issued under the Order of May 27, 2020, which approves the regulatory bases (BOJA no. 104, of June 2, 2020), modified by the Order of April 27, 2021 and by the Order of January 30, 2025.

The projects are 85% co-financed by the Andalusia ERDF Program 2021-2027. The credit is assigned to operation A411AA12S1, managing center 1300170000, budgetary position G/41K/74601/00 and investment project 2025000936, with 6,009,750.00 euros in 2026 and another 6,009,750.00 euros in 2028.

New distribution by modalities

The resolution sets the maximum amounts for each of the eight modalities, with the minimum and maximum eligible budget per project (including 7% indirect costs):

  • Emerging Groups: 1,676,508.87 euros; between 69,550 and 107,000 euros per project.
  • Public Health and One Health: 1,185,548.45 euros; between 80,250 and 107,000 euros.
  • CAR-T Cell Therapies: 1,741,135.71 euros; between 107,000 and 321,000 euros.
  • Rare Diseases: 1,200,000.00 euros; between 107,000 and 214,000 euros.
  • Personalized Medicine and Advanced Therapies: 2,116,306.97 euros; between 107,000 and 321,000 euros.
  • Digital Health, Artificial Intelligence and Real-World Evidence-iRWD: 2,100,000.00 euros; between 80,250 and 214,000 euros.
  • Chronicity and Multimorbid Patients: 1,000,000.00 euros; between 80,250 and 214,000 euros.
  • Health Innovation: 1,000,000.00 euros; between 80,250 and 107,000 euros.

The shift primarily benefits Emerging Groups, which increases from 700,000 to 1,676,508.87 euros, and Public Health and One Health, which rises from 900,000 to 1,185,548.45 euros. The funds come from modalities that did not exhaust their credit: CAR-T decreases from 2,900,000 to 1,741,135.71 euros and Personalized Medicine and Advanced Therapies from 2,219,500 to 2,116,306.97 euros.

1.36 million that remained unawarded

The Resolution of September 17, 2026, from the same Directorate General, granted subsidies totaling 10,658,993.93 euros out of the 12,019,500.00 called for. 1,360,506.07 euros remained unallocated across four modalities, either due to a lack of sufficient eligible applications to exhaust the funds or because they were insufficient to finance a complete project according to the minimum requirements.

By modality, the amounts granted were:

  • Emerging Groups: 693,891.76 euros out of 700,000.00.
  • Public Health and One Health: 807,659.49 euros out of 900,000.00.
  • CAR-T: 1,741,135.71 euros out of 2,900,000.00.
  • Rare Diseases: 1,200,000.00 euros, full amount.
  • Personalized Medicine and Advanced Therapies: 2,116,306.97 euros out of 2,219,500.00.
  • Digital Health and AI-iRWD, Chronicity and Multimorbid Patients, and Health Innovation: 2,100,000.00, 1,000,000.00, and 1,000,000.00 euros, respectively, with no surplus.

Path open to a complementary resolution

Section e) of Article 10 of Decree 282/2010, of May 4, and Article 9.1 of the Order of April 6, 2018, allow for the reallocation of surpluses between functional areas. With this support, and that of section 4 of the third resolution of the call, the General Secretariat for Research, Innovation, and Digital Health may issue a complementary resolution including applications from other modalities that met the requirements but were excluded due to the exhaustion of credit, respecting their evaluation order and without increasing the maximum amount of the line.

The authority to issue the resolution corresponds to the Directorate General according to Article 19 of Decree 189/2026, of July 30, regarding the organic structure of the Ministry. The text is signed in Seville, on October 19, 2026, by the Director General María José Sánchez Pérez. Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed within one month, or a direct challenge may be brought before the Contentious-Administrative Chamber of the High Court of Justice of Andalusia within two months.

The readjustment unlocks European funds that would have remained unexecuted and expands the options for Andalusian research groups and hospitals competing for these grants, in a context of strong pressure on biomedical funding. The CAR-T, Rare Diseases, and Digital Health and AI lines retain specific and relevant allocations within the distribution.
