The Board appoints three social workers as career civil servants

The Ministry of the Presidency of the Regional Government of Castilla y León has appointed as career civil servants of the Corps of Specialist Diploma Technicians (Social Workers) those candidates who passed the stabilization selection process. The appointment is formalized in Order PRE/938/2026, of September 16, published in the Official Gazette of Castilla y León (BOCYL) no. 188, of September 28, 2026. The order includes the final assignment of destinations for the new civil servants.

The regulation, signed in Valladolid on September 16, 2026, by the Minister of the Presidency, Luis Miguel González Gago, complies with the ninth clause of the call and is issued under article 7.2.l) of Law 7/2005, of May 24, on the Public Service of Castilla y León. The process stems from the Resolution of November 24, 2022, of the Vice-Ministry of Public Administrations and Citizen Services, which called for access by competition within the framework of the stabilization of temporary employment provided for in Law 20/2021, of December 28. The complementary list of candidates who passed the process was approved by Resolution of May 7, 2026, from the same body; following the expiration of the deadline, the appointment of those who documented compliance with the required requirements now proceeds.

A stabilization process opened in 2022

The call was published on November 29, 2022, under the identifier SEF_C_2235BE08-ASISTENTES SOCIALES_CONCURSO_ESTABILIZACION 2022, with the process type AIO (access or entry from Public Employment Offer). The convened body is 2235, Corps of Technicians and Specialist Diploma Holders of Castilla y León, in the specialty BE08 (Social Workers). All appointments are resolved via the free turn.

Three final destinations in Social Services

The annex of the order details the assigned positions, attached to the Ministry of Family and Equal Opportunities through the Management of Social Services and its territorial managements. These are Technical Management positions Type 2, group A2, level 21, with specific supplement E03 and function FCA040.

• Order No. 9: Mª Isabel Barrios Fernández, destination in the Territorial Management of Salamanca (position 540584, Salamanca).
• Order No. 10: Pilar Rodríguez Martínez, destination in the Territorial Management of Burgos (position 60162, Burgos), with a special schedule.
• Order No. 11: Tomasa Marcos Rueda, destination in the Territorial Management of Segovia (position 22778, Segovia).

Deadlines, requirements, and appeals processes

New officials must take office within one month from the day following the publication of the order, before the secretary general or the corresponding territorial delegate. At the act of taking office, they must present the declaration of incompatibilities provided for in article 31.3 of Decree 227/1997, of November 20, and take an oath or promise to abide by the Constitution, the Statute of Autonomy, and the laws, pursuant to article 36.1.c) of Law 7/2005 and Royal Decree 707/1979, of April 5.

Against the order, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months, or an optional appeal for reversal before the Ministry of the Presidency within one month.

The appointment consolidates social care positions within the regional Administration’s staff that until now were covered by temporary personnel, and reinforces the territorial managements of Salamanca, Burgos, and Segovia. The measure is part of the process of stabilization of temporary employment provided for in Law 20/2021, of December 28, and directly affects both the new officials and the social care services of the Community.
