The Junta appoints a career official to the Archivists Scale of Castilla y León

The Ministry of the Presidency of the Regional Government of Castilla y León has appointed María Paloma Vaquero Lorenzo as a career civil servant of the Higher Faculty Body, Archivists Scale, an applicant who passed the selection process via a competitive merit-based system. The appointment is formalized by Order PRE/921/2026, of September 16, published in the Official Gazette of Castilla y León (BOCYL) no. 185, of September 23, 2026, in section I.B.1 of Appointments, Situations, and Incidents. The resolution assigns the applicant a permanent destination and exhausts the administrative route.

The order concludes the selection process for access, via the competitive merit-based system, to the Higher Faculty Body, Archivists Scale of the Administration of the Community of Castilla y León, convened by the Resolution of November 24, 2022, of the then Vice-Ministry of Public Administrations and Citizen Services. The call was part of the temporary employment stabilization process provided for in Law 20/2021, of December 28, on urgent measures for the reduction of temporary employment in the public sector.

The file was reactivated last summer: through the Resolution of July 22, 2026, of the Vice-Ministry of Public Administrations, Institutional Relations, and Citizen Services, the complementary list of applicants who had passed the process was approved and published, and the corresponding positions were offered. Once the period provided for in that resolution had elapsed and the requirements of the call were documented, the Ministry of the Presidency now proceeds with the appointment and the assignment of the destination.

Permanent destination at the Provincial Historical Archive of Palencia

The annex of the order details the assigned position, which is permanent and corresponds to the 2022 stabilization competitive call for archivists:

• Applicant: María Paloma Vaquero Lorenzo, open entry.
• Position: Faculty Archives Technician, group A1, level 23, specific supplement E08.
• Organic unit: Ministry of Culture, Tourism, and Sport, through its General Secretariat and the Territorial Service of Culture, Tourism, and Sport of Palencia.
• Destination center: Provincial Historical Archive of Palencia.
• Location: Palencia (province 34).
• Function: FCA148.

One month to take office and two avenues for appeal

The second section of the order sets a period of one month, counted from the day following its publication in the BOCYL, for the candidate appointed as a career civil servant to take office before the Secretary General or the corresponding Territorial Delegate. At that act, she must present the declaration provided for in article 31.3 of Decree 227/1997, of November 20, on Incompatibilities of Personnel in the Service of the Administration of the Community of Castilla y León; if she is carrying out a public or private activity that requires compatibility authorization, article 31.4 of the same regulation shall apply.

To acquire the status of career civil servant, the interested party must take an oath or promise to abide by the Constitution, the Statute of Autonomy of Castilla y León, and the laws, in accordance with article 36.1 c) of Law 7/2005, of May 24, on the Civil Service of Castilla y León, and Royal Decree 707/1979, of April 5.

Against the order, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months from the day following its publication. Optionally, an appeal for reversal may be filed before the Ministry of the Presidency within one month. The order is signed in Valladolid on September 16, 2026, by the Minister of the Presidency, Luis Miguel González Gago.

The appointment directly concerns the candidates in the archivists’ pool and the personnel of the archives of the regional Administration, as it consolidates a position of the Higher Faculty Scale in the Provincial Historical Archive of Palencia and closes, in its resolution phase, a stabilization call that had been in process for nearly four years since its publication in November 2022.
