The Board appoints twelve career agricultural engineers with permanent destinations

The Ministry of the Presidency of the Regional Government of Castilla y León has appointed as career civil servants of the Corps of Senior Engineers (Agronomists) the twelve candidates who passed the open access selection process, assigning them definitive destinations. The appointment is formalized through Order PRE/920/2026, of September 16, published in the Official Gazette of Castilla y León no. 184, of September 22, 2026, with reference BOCYL-D-22092026-184-1 (pages 9 to 14).

The process stems from the call approved by Resolution of August 4, 2025, of the Vice-Ministry of Public Administrations and Citizen Services, for entry via the open access system into said corps. The Resolution of July 8, 2026, of the Vice-Ministry of Public Administrations, Institutional Relations and Citizen Services (published in the BOCYL of July 13), approved and publicized the list of candidates who had passed the tests, in accordance with the proposal submitted by the Qualifying Board.

The order is issued under the eleventh clause of the call and the competencies of the counselor competent in matters of Public Service according to article 7.2.l) of Law 7/2005, of May 24, of the Public Service of Castilla y León. The call is identified as SEFL24_2209AE01-C. SENIOR ENGINEERS (AGRONOMISTS)_OPEN 2023-2024, with a publication date of August 26, 2025, within the public employment offer.

Twelve definitive destinations in Agriculture, Livestock and Rural Development

All assigned positions depend on the Ministry of Agriculture, Livestock and Rural Development, distributed between central services in Valladolid and provincial territorial services:

• Javier Casas Vecino: Type 2 Faculty Technician (42808), Directorate General for Common Agricultural Policy, Agricultural Aid Service, Valladolid.
• Andrea Ramos Orcajo: Type 2 Faculty Technician (13111), Territorial Service of Palencia.
• Alejandro Montero Cano: Type 2 Faculty Technician (14973), Directorate General for Industry and the Agri-food Chain, Valladolid.
• Noelia Hernangomez Vicente: Head of Section (12009), level 24, Territorial Service of Ávila.
• Mario Andrés Baños: Type 2 Faculty Technician (15174), Directorate General for Rural Development, Valladolid.
• Borja Mazuelas Cuevas: Type 2 Faculty Technician (15222), Directorate General for Agricultural and Livestock Production, Valladolid.
• Jesús Iglesias Benito: Type 2 Faculty Technician (12381), Territorial Service of Valladolid.
• Raquel Rincón Otero: Specialist Teacher (13854), level 24, School of Segovia.
• Raquel Luna Jáñez: Type 2 Faculty Technician (14684), Territorial Service of Zamora.
• Luisa Rico del Valle: Type 4 Faculty Technician (768166), Regional Agricultural Section of Ponferrada (León).
• María de las Mercedes Hernández Pérez: Type 2 Faculty Technician (14194), Territorial Service of Soria.

Deadlines and procedures for taking office

• Those appointed have one month, counting from the day following the publication of the order, to take possession of the assigned position.
• The taking of office is carried out before the Secretary General or the corresponding Territorial Delegate.
• During this act, they must present the declaration provided for in article 31.3 of Decree 227/1997, of November 20, regarding incompatibilities of personnel in the service of the Administration of Castilla y León.
• They must also take an oath or promise to abide by the Constitution, the Statute of Autonomy of Castilla y León, and the laws, in accordance with article 36.1 c) of Law 7/2005 and Royal Decree 707/1979, of April 5.

Appeals against the order

The order exhausts the administrative route. Interested parties may file a contentious-administrative appeal before the Contentious-Administrative Chamber of Valladolid of the High Court of Justice of Castilla y León within two months from the day following its publication, according to articles 10.1 a) and 14.2 of Law 29/1998, of July 13. Prior to this, and optionally, a request for reversal may be filed before the Ministry of the Presidency within one month, in accordance with articles 123 and following of Law 39/2015, of October 1. The order bears the signature of the Minister of the Presidency, Luis Miguel González Gago, and is dated in Valladolid on September 16, 2026.

The effective incorporation of these twelve professionals consolidates the staff of the Regional Ministry of Agriculture, Livestock and Rural Development in sensitive areas such as agricultural aid, plant health, agricultural infrastructure, and the agri-food industry, and closes a selection process initiated in 2025 for the applicants. The destinations, now final, establish the provincial distribution of the new civil servants and set the incorporation schedule for each of them.
