The Board appoints Ortiz de Lanzagorta as Director General of Cultural Policies

Por FactBox Admin

The Regional Government of Castilla y León has appointed Luis Ortiz de Lanzagorta Álvarez as Director General of Cultural Policies of the Department of Culture, Tourism and Sport and, simultaneously, as Commissioner for the Spanish Language. The decision was adopted on November 5, 2026, and published in the Official Gazette of Castilla y León (BOCYL) no. 215, dated November 6, 2026, under the official reference BOCYL-D-06112026-215-6.

The appointment is formalized through Agreement 159/2026, dated November 5, of the Regional Government of Castilla y León, which combines in a single person the leadership of the management center in charge of cultural policies and the status of commissioner for language matters. The text is inserted in section I, “Community of Castilla y León,” section B.1, “Appointments, Situations and Incidents,” and occupies page 25 of the issue.

An agreement with a double designation

Agreement 159/2026 contains a single dispositive act: to appoint Luis Ortiz de Lanzagorta Álvarez as Director General of Cultural Policies of the Department of Culture, Tourism and Sport and Commissioner for the Spanish Language. The formula used accumulates both duties in the same holder, without the published text detailing the specific functions of the commissioner or the reporting structure of this second assignment.

The Directorate General of Cultural Policies appears as an organic unit with its own entity in the job position reports that the gazette has been publishing throughout 2026, confirming its status as a management center within the department.

The agreement is based on article 16.l) of Law 3/2001, of July 3, on the Government and Administration of the Community of Castilla y León, and follows the ordinary processing of high-ranking official appointments:

  • Deciding body: the Regional Government of Castilla y León, following deliberation by the Government Council at its meeting on November 5, 2026.
  • Proposed by: the Minister of Culture, Tourism and Sport, José Alberto Díaz Pico.
  • Legal basis: article 16.l) of Law 3/2001, of July 3.
  • Date and place: Valladolid, November 5, 2026.
  • Signatories: the President of the Regional Government of Castilla y León, Alfonso Fernández Mañueco, and the minister of the department.

The department overseeing culture and sport

The structure into which the new director general is integrated is governed by Decree 19/2026, of June 29, which establishes the organic structure of the Department of Culture, Tourism and Sport, a regulation that the gazette itself invokes in other departmental resolutions. The department therefore groups the cultural, tourism, and sports competencies of the Community, and the now-assigned directorate general remains linked to that block.

Other appointments by the same Governing Council

The meeting on November 5 resulted in further personnel agreements in the same bulletin. Agreement 158/2026, of the same date, appoints Sara de la Viuda Linares as Secretary General of the Department of Education, with identical legal basis in article 16.l) of Law 3/2001. Both texts share pages 21 and 25 of the issue and the same administrative sequence: proposal by the corresponding regional minister, deliberation by the Governing Council, and publication in the Official Gazette of Castilla y León on November 6.

The appointment of Luis Ortiz de Lanzagorta Álvarez has direct relevance for the cultural sector of Castilla y León: whoever leads the General Directorate of Cultural Policies will set the priorities in programming, heritage, and cultural promotion, and to that profile is now added the responsibility for linguistic policy through the Commissioner for the Spanish Language. This dual mandate concentrates in a single name the Community’s dialogue with the cultural fabric and with language institutions, an area of growing political weight.
