The Board appoints Noelia Ruiz Alba as Communication Programs Advisor

The Ministry of Presidency, Health and Emergencies of the Regional Government of Andalusia has arranged for the appointment of Ms. Noelia Ruiz Alba as temporary staff in the position of “Programs Advisor,” code 13668210, within the General Directorate of Communication. The decision was adopted by Order of September 2, 2026, signed in Seville by the first vice president and regional minister of the department, Antonio Sanz Cabello, and published in the Official Gazette of the Regional Government of Andalusia (BOJA) number 174, of September 8, 2026, page 11581/1.

The appointment has economic and administrative effects from July 23, 2026, the date from which the new advisor became part of the communication team of the Presidency of the Regional Government.

Regulatory Framework

The filling of the position is supported by the regime of temporary staff of the Andalusian Administration, a group of free appointment and political trust that is not part of the civil service career. The order expressly invokes three regulations:

• Article 12.3 of the consolidated text of the Basic Statute of Public Employees Act, approved by Royal Legislative Decree 5/2015, of October 30.
• Article 18 of Law 5/2023, of June 7, on the Public Service of Andalusia.
• Article 12, paragraph d), of Decree 439/2019, of April 2, which determines the temporary staff positions of the Regional Government of Andalusia and their remuneration conditions.

Nature of the Position

The position of “Programs Advisor” is a trust position assigned to the General Directorate of Communication, the body responsible for the information strategy and the dissemination of the activities of the Andalusian Government. As it is a temporary staff position, termination occurs automatically when the authority who appointed them ceases their duties or when the competent body so decides, without right to compensation.

The order, signed by Antonio Sanz Cabello in his capacity as First Vice President of the Regional Government of Andalusia and Minister of Presidency, Health and Emergencies, is listed in section 2.1 “Appointments, situations and incidents” of the gazette, within the Authorities and Personnel section.

Relevance

The appointment strengthens the Presidency’s communication team at a time of reorganization of the Regional Government’s information services. Being a position of free appointment, the incorporation of Noelia Ruiz Alba reflects the Andalusian Executive’s trust in the management of institutional communication, a key area for the projection of the regional Government’s activity to the citizenry and the media.
