The Regional Government begins the processing of the Compostilla Green green hydrogen project

The Regional Government of Castilla y León has initiated the approval procedure for the Regional Project “Compostilla Green,” intended for a green hydrogen production plant, a sustainable aviation synthetic fuel plant, and their associated infrastructures in the municipality of Cubillos del Sil (León). The decision corresponds to the Commissioner for Depopulation and Territorial Planning, under the Ministry of the Presidency, through a resolution dated September 25, 2026, published in the Official Gazette of Castilla y León no. 190, of September 30, 2026. The file is being processed under reference OT-26-03-PR Compostilla Green.

The resolution is based on Article 20.3 of Law 10/1998, of December 5, on Territorial Planning of the Community of Castilla y León, according to which the company Perseus Power, S.L. promoted the processing of the project before the regional Administration. Decree 2/2026, of June 13, transferred the competencies in territorial planning, urbanism, land, architecture, housing, and rehabilitation from the former Ministry of Environment, Housing, and Territorial Planning to the Second Vice-Presidency of the Regional Government of Castilla y León.

Decree 10/2026, of June 29, which establishes the organic structure of the Ministry of the Presidency, attributes in its article 9.2.b) to the Commissioner the processing of territorial planning instruments until their final approval. The Ministry of Industry, Trade, and Employment issued a favorable report for the processing on February 26, 2026, in accordance with its competencies over priority industrial projects.

A 250-megawatt industrial complex

“Compostilla Green” is configured as an integrated industrial complex to produce renewable hydrogen through electrolysis and transform it, together with biogenic CO2, into sustainable aviation synthetic fuels (eSAF). The project essentially comprises:

• A renewable hydrogen production plant through alkaline electrolysis with a capacity of 250 MW, with auxiliary facilities for water treatment, cooling, compression, storage, control, and electrical supply.
• A sustainable aviation fuel (eSAF) synthesis plant, with CO2 capture and purification, conversion via RWGS, Fischer-Tropsch synthesis, and final product conditioning.
• Energy, hydraulic, and process infrastructures: underground power lines, a connecting water pipeline between facilities, a CO2 pipeline, and hydraulic intake and discharge pipelines.

El Bayo Extension and regional interest

The Regional Project is located entirely within the industrial sector “El Bayo Ampliación,” ordered by the Regional Territorial Plan approved by Order MAV/939/2024, an area reserved for large-scale industrial projects with high technological content. The purpose of the instrument is to establish the territorial and urban planning necessary for the implementation of the complex, in accordance with articles 20 to 25 of Law 10/1998.

The approval will entail the effects of article 22 of said law regarding the declaration of public utility and social interest and, where applicable, the occupation of the assets and rights necessary for its execution. The regulation emphasizes the special industrial, economic, and territorial relevance of the action, with potential effects on economic activity and employment during its execution and subsequent operation, and its contribution to strengthening the capacity of the “El Bayo” industrial estate to host high-value-added activities.

Forty-five days of public information

The resolution simultaneously opens two procedures, both with a duration of forty-five days:

• Public information and hearing for public Administrations, for the purposes of article 24 of Law 10/1998.
• Public information and consultation for the affected Administrations and interested parties, in accordance with articles 36 and 37 of Law 21/2013, of December 9, on environmental assessment.

The action is subject to an ordinary environmental impact assessment according to article 7.1.a) of Law 21/2013, with processing integrated into the substantive approval procedure. The documentation may be consulted at the Information and Citizen Service Office of the Territorial Delegation of the Junta de Castilla y León in León, at avenida de los Peregrinos, s/n, on the Open Government platform of the Junta, and on the regional territorial planning website. Observations shall be submitted using the standardized form code IAPA no. 3105 and, if submitted in person, shall be addressed to the Territorial Planning Service, calle Rigoberto Cortejoso, 14, 47071 Valladolid. The resolution is signed by commissioner Jesús Manuel Hurtado Olea.

The project places El Bierzo on the map of the decarbonization industry: it introduces a high-technology activity linked to renewable hydrogen and synthetic aviation fuels, aligned with European and national energy transition objectives, and now opens a decisive period in which administrations, entities, and citizens can file claims regarding a facility called upon to shape the industrial and labor future of the region.
