The Board finances the social security contributions for female entrepreneurs and youth contracts
Por FactBox Admin

The Regional Government of Castilla y León is subsidizing a full year of employer Social Security contributions to promote entrepreneurship and the hiring of women between the ages of 18 and 30 in sectors where they are underrepresented. The measure is structured through the extract of the Resolution of October 16, 2026, from the Second Vice Presidency of the Regional Government of Castilla y León, published in the Official Gazette of Castilla y León (Boletín Oficial de Castilla y León) no. 205, dated October 22, 2026 (reference BOCYL-D-22102026-205-16). Applications may be submitted from the day following that publication until November 6, 2026.
Direct Grant and Regulatory Bases
The call is resolved under a direct grant regime and is supported by Order FAM/447/2024, of May 15, which approved the regulatory bases for these grants (published in the B.O.C. y L. no. 95, of May 17). The extract is disseminated in accordance with articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17.
The file is identified in the National Subsidies Database with number 936351, and its full text can be consulted both on the state “infosubvenciones” platform and on the electronic office of the regional administration (tramitacastillayleon.jcyl.es), using the same identifier.
The stated objective is to combat the horizontal segregation of the labor market—that is, the concentration of women in a limited number of occupations—by incentivizing self-employment and stable employment in fields of activity where female presence does not reach 40%.
Who Can Apply for the Grant
Two categories of applicants may be beneficiaries:
- Companies and individual employers with up to 500 workers who carry out their activity and have a workplace in the territory of Castilla y León.
- Women between 18 and 30 years old who register in the Special Social Security Regime for Self-Employed Workers (RETA) and intend to carry out their business activity in the community.
In both cases, the grant is linked to the registration of a woman, whether self-employed or employed by others, in a sector with female underrepresentation.
Amount and Submission Deadline
The subsidy is equivalent to the employer’s contribution of the Social Security quotas corresponding to one year from the registration of the hired worker or the self-employed woman, excluding bonuses applied to the quota according to current legislation. The extract does not set a global budget amount for the call.
The administrative calendar is tight:
- Publication of the extract: October 22, 2026, in the B.O.C. y L. no. 205.
- Opening of the period: the day following publication.
- Closing of the period: November 6, 2026.
The excerpt appears in section I, subsection C.2 of Calls for Applications, under the Ministry of the Presidency, and was signed in Valladolid on October 16, 2026, by the second vice president and regional minister, María Isabel Blanco Llamas.
Impact for SMEs and youth in the community
The call transfers the cost of the first year of social security contributions—the initial outlay that most hinders staff expansion in SMEs and the start of self-employment—to companies with up to 500 employees and freelancers. The sector-based design, using a 40% female presence threshold as a reference, concentrates the incentive in areas where the gender gap is structural and not merely situational.
For young women aged 18 to 30 in Castilla y León, the window of barely two weeks to apply requires that Social Security registration or hiring be already resolved, meaning the aid operates as an immediate incentive rather than a medium-term plan. Furthermore, the regulation arrives with an express reference to stable employment, directing applications toward indefinite contracts and consolidated activities.
