Por FactBox Admin

The Regional Government of Extremadura has opened the public information process regarding the list of assets, rights, and owners affected by the works for the “Improvement of the water supply to Villanueva de la Vera (Cáceres),” a project co-financed by the European Union. The announcement, signed on October 6, 2026, by the General Secretariat of the Ministry of Infrastructure, Transport, and Housing, is published in the Official Gazette of the Province of Cáceres number 0201 of this Tuesday, October 20, 2026, under reference BOP-2026-4898. Interested parties have 15 business days to submit allegations or to oppose the occupation of their properties.
The project has already been technically approved
The expropriation file stems from the execution of the work “Improvement of the water supply to Villanueva de la Vera (Cáceres),” the project for which was technically approved on September 17, 2026. The Ministry explains in the announcement that, to carry out the works, “it is necessary to proceed with the expropriation of the lands whose location and owners are listed.”
The process is supported by articles 18 and 19 of the Compulsory Expropriation Law of December 16, 1954, and the corresponding provisions of its Regulations. The opening of the public information period pursues a dual objective: that any person may provide the appropriate data in writing to rectify possible errors in the published list, and that those affected may oppose, for reasons of substance or form, the necessity of the occupation.
Thirty-five plots and eleven public holders
The published list, which spans six pages of the gazette (from 23831 to 23836), lists 35 plots located in the municipality of Villanueva de la Vera, indicating the polygon, plot, ownership, area, and land use.
- Villanueva de la Vera City Council: appears as the owner of eleven plots, including several classified as public domain communication routes and one of 1,401 surface units used for grazing.
- Tagus Hydrographic Confederation: two plots of natural hydrography, the largest being 3,868 units, the largest individual record in the entire list.
- Urbanizadora de la Vera S.A. and Hacere&Boludo Estructural, S.L.: one plot of scrubland each.
- A plot of ten surface units appears under the name “Under investigation,” with no determined owner.
- The remainder corresponds to individuals and heirs, including José Moreno Bohoyo (heirs), Juan Carlos de Luelmo Hidalgo, Elisa González Fresnillo, Mauricio González Fresnillo, María del Pilar Fresnillo Calvo, Nicholas McConochie Andrew, Juan José Albaladejo Fernández, María Nieves Delgado Moreno, Felisa Jiménez Ramos, Claudio Palomo Manglano (heirs), Miguel Domínguez Galán, Juana María Ortiz Sanz, Gema de la Fuente Hernández, Quintín Fernández Timón, Ana María Calero Fernández, María Isabel Morcuende Sánchez, Vidal Timón Blázquez, María de los Ángeles Morcuende Timón, María Elena Tarango Serrano, José Antonio and Ángel Manuel Vaquero Morcuende, Rosa Timón Serrano, Jesús Caballo Blázquez, and Izabela Malanowska.
The affected land uses are predominantly scrubland, grazing lands, and irrigated meadows, along with areas of riparian woodland, chestnut groves, olive groves and dryland fruit trees, eucalyptus, and fig trees.
How and where to submit objections
The deadline is 15 business days from the publication of the announcement. Objections must be sent by email to expropiaciones@juntaex.es or to the Expropriation Service of the General Secretariat of the Ministry of Infrastructure, Transport, and Housing, at Avenida de las Comunidades, s/n, Mérida (Badajoz).
They may also be submitted at any of the registries and offices provided for in Article 16.4 of Law 39/2015 of October 1, on the Common Administrative Procedure of Public Administrations. Anyone opposing the occupation must indicate the reasons why they consider the occupation of other assets or the acquisition of other different rights not included in the list to be preferable.
The announcement will likewise be published in the Diario Oficial de Extremadura and will be displayed to the public on the notice boards of the town halls of the affected municipalities. The text also includes the data protection clause: personal data are incorporated into a file owned by the Ministry to manage the expropriation files and may be transferred to the Ministry of Finance and Public Administration. The document appears signed in Mérida on October 7, 2026, by Laura Castell Vivas, secretary general.
A procedure that conditions the construction schedule
The publication opens the formal channel for the owners of the affected estates to defend their position before the occupation records are drawn up. Any error in boundaries, areas, or owners can be corrected now, and anyone who proves a loss may propose an alternative occupation. Once the deadline has passed without rectifications, the list is finalized and the procedure moves toward the drawing up of records, a preliminary step to the effective occupation of the land and the payment of compensation. For the residents of Villanueva de la Vera, the file is also the administrative confirmation that the improvement of the water supply, with European funding, is entering its executive phase.
