The Board expropriates land from the EX-201 and summons eleven owners

The Regional Ministry of Infrastructure, Transport and Housing of the Junta de Extremadura has summoned the owners of eleven estates in the municipality of Segura de León (Badajoz) for the drafting of records prior to the occupation of the land necessary for the improvement works of the EX-201 road, in the section between the provincial border of Huelva and Segura de León. The summons is published in the Official Gazette of Extremadura (DOE) No. 199, of October 15, 2026, via an announcement dated September 15, 2026 (reference 2026081550). The appearances will take place on October 28, 2026, at the local Town Hall, between 11:00 and 12:30 hours.

The announcement, signed by the Head of the Expropriations Service, Isabel Fernández de los Ríos Mesa, includes list number 1 of the summoned affected parties, indicating the estate, polygon and plot, location, date, and time of the appointment. The compulsory expropriation file is PRC088400.

• Estate 2/0 (11/28): Pedro Jaramillo Pretel, at 11:10.
• Estate 3/0 (11/34): Manuel Agudo Brioso, at 11:20.
• Estate 4/0 (11/35): Francisco José Medina Díaz, at 11:30.
• Estate 5/0 (11/37): Ángel Maya Agudo (heirs), at 11:40.
• Estates 6/0, 7/0 and 8/0 (11/38, 11/48 and 11/49): José Medina Chacón, at 11:50.
• Estate 9/0 (11/63): Francisco Vengas Maya and Aurora Vita Contreras, at 12:10.
• Estate 10/0 (11/64): Martin Winter, at 12:20.
• Estate 11/0 (11/19): Dolores Chávez Jaramillo and José Antonio Venegas Maya, at 12:30.

All estates appear in the annex of the urgency decree as rain-fed olive groves with first-class wire fencing, with differentiated areas for total expropriation and temporary occupation.

Declared Urgency and European Financing

The occupation of the assets was declared urgent by Decree 160/2026, of September 1, published in DOE No. 173, of September 7, 2026 (reference 2026040203), which allows for the application of the procedure under Article 52 of the Compulsory Expropriation Law, of December 16, 1954, and the use of the land before reaching an agreement on the fair price. A correction of errors published in DOE No. 176, of September 11, 2026 (reference 2026040204) rectified the municipality in the annex, which appeared as Solana de los Barros and corresponds to Segura de León.

The project was approved on July 25, 2025, and was subject to public consultation via an announcement on May 11, 2026 (DOE No. 99, of May 26), with no objections filed. The works are co-financed by ERDF and comprise, on the section of the EX-201 between kilometer points 26+150 and 33+400, the laying of a 6-centimeter reinforcement layer of AC22 Surf D 50/70 warm-mix bituminous mixture over a tack coat with C60B3 TER emulsion, as well as a reorganization of accesses on the right side between kilometer points 31+950 and 32+314 via a service road.

Objections, documentation, and deadlines

Interested parties must appear in person or be represented by a duly authorized person and provide documents proving ownership, such as a land registry certificate from the Property Registry, the most recent IBI (Property Tax) receipt, or inheritance deeds. They may be accompanied, at their own expense, by their experts and a notary.

• Objections: until the day designated for the drafting of the preliminary records, to correct possible errors in the list of affected assets and rights.
• Submission: by email to expropiaciones@juntaex.es or at the Expropriation Service of the General Secretariat of the Department, at Avenida de las Comunidades, s/n, Mérida (Badajoz).
• Other channels: any of the registries and offices provided for in Article 16.4 of Law 39/2015, of October 1.

The appointment on October 28 opens the expropriation process for the owners in Segura de León: the declaration of urgency allows for the occupation of the land before the price is fixed, so that the road safety improvement works on the EX-201 can begin as soon as possible with European funding.
