The Regional Government expropriates estates in El Viso del Alcor for a power line

The Territorial Delegation in Seville for Economy, Finance, European Funds and Social Dialogue, and for Industry, Energy and Mines of the Regional Government of Andalusia has called for the drawing up of records prior to the occupation of certain estates in the municipality of El Viso del Alcor (Seville), affected by the construction of an electrical evacuation infrastructure. The act will take place on September 23 and 24, 2026, during the morning, at the Town Hall of El Viso del Alcor, according to the announcement published in the Official Gazette of the Province of Seville number 161, of August 20, 2026 (reference BOP-SE-2026-161021).
The call arises from the resolution of February 25, 2025, by which the Delegation granted the company the concrete declaration of public utility, for the purposes of compulsory expropriation of the necessary assets and rights and the imposition of a right-of-way easement. Said resolution was published in the BOJA no. 88 (May 12, 2025), the BOP no. 77 (April 24, 2025), and the BOE no. 86 (April 28, 2025).
The electrical installation
The action corresponds to the evacuation infrastructure of the electrical energy generation installation named SFE0125_1 - P-8497M - 21SEPR0174 - VISO-MANANTIA_A 15 kV CAMBIO CONDUCTOR LAMT LA-56 DESDE S10554 A S10558, promoted by EDISTRIBUCIÓN REDES DIGITALES, S.L.U. (CIF B-82.846.817), with registered office at Avenida de la Borbolla nº 5 in Seville. Its main characteristics are:
- Purpose: replacement of a section of the 15 kV medium voltage overhead line “MANANTIA_A” at the “VISO” substation.
- Origin: existing support A290030-S10554; end: support A357397, with branches at supports 3 and 7 and at supports PT 18161 and PT 18158.
- Type: overhead; length: 0.768 km (plus 0.042 km of branches).
- Operating voltage: 15(20) kV; conductors: 47-AL1/8-ST1A (LA-56).
- Budget: 40,246.37 euros.
- Location: calle Tocina 113 and floor 3, plot 113, Cañada de la Teneja.
Legal framework and procedure
The declaration of public utility implies the need for occupation of the assets and urgent occupation, in accordance with Article 56 of Law 24/2013, of December 26, on the Electricity Sector, Article 149.1 of Royal Decree 1955/2000, of December 1, and Article 52 of the Compulsory Expropriation Law, of December 16, 1954. The requesting company acquires the status of beneficiary in the expropriation file (no. 291.965, R.A.T. 113.177).
Affected owners must appear in person or be represented by an authorized person, providing documents proving ownership and the most recent Real Estate Tax (IBI) receipt; they may be accompanied, at their own expense, by an expert and a notary. If a written agreement has been reached with the beneficiary company, attendance will not be necessary.
Summoned Owners
The list of summoned owners appears in the annex of the announcement and on the City Council’s notice board. Among them are, inter alia:
- Ángel María Rosa Peinado, Consuelo Gómez Ruiz, Juan Abad Gómez Ruiz, Jesús Gómez Ruiz, Antonia Gómez Ruiz, Juan María Jiménez Sánchez, Álvaro Rosa Peinado, Indalecio Falcón Ruiz and María Dolores Rosa Peinado (plot 113, 09/23 at 10:00).
- Azavi S.L., Antonio Sánchez Bonilla, Hermenegildo Santos Muñoz, Leocadia Ruiz Carmona, José Falcón Ruiz, Juan Ramón Jiménez Hernández, Jesús Santos Roldán and Antonio León Morillo.
- Compraventa de Bienes S.A. (plot 115), Manuel Santos Jiménez, María del Carmen Santos Jiménez, María Consolación Santos Jiménez and Antonio Santos Jiménez (plot 121).

Failure to appear will not prevent the drafting of the minutes, and any uncollected fair value payments will be deposited in the Caja General de Depósitos (General Deposit Fund), Treasury Service of the Ministry of Economy, Finance and European Funds. The announcement will be notified to the affected city councils and published in the BOE, the BOJA, the BOP of Seville, on the notice board, and in at least two provincial newspapers, serving as notification to interested parties of unknown address in accordance with Article 44 of Law 39/2015.
The expropriation of these private plots in El Visio del Alcor represents a decisive step for the modernization of the region’s electrical grid, by replacing a section of the medium-voltage line that supplies the “VISO” substation. For the affected owners, the announcement opens a period to allege possible errors in the description of the properties and to appear with an expert and a notary, meaning the news has a direct impact on the property owners and the electricity supply of the area.
