The Provincial Electoral Board of Teruel appoints Jara Naya Alfranca as secretary

Por FactBox Admin

La Junta Electoral Provincial de Teruel nombra secretaria a Jara Naya Alfranca

The Provincial Electoral Board of Teruel has appointed Jara Naya Alfranca as the new secretary of the body, replacing María Jesús Jimeno del Valle, the holder of the Secretariat who is currently on medical leave. The agreement is published in the Official Gazette of the Province of Teruel no. 206, dated October 27, 2026, under the Official Bodies section, with the reference No. 2026-3118. The document is dated in Teruel on October 21, 2026, and electronically signed by the Secretariat of the Provincial Court of Teruel.

Medical leave and substitution in the Secretariat

The writing of the Provincial Electoral Board states that the medical leave of the titular secretary was received “on this date” and that its initial planned duration is one month. The Board met at the Secretariat of the Provincial Court of Teruel with the Honorable Magistrates who compose it:

  • María Teresa Rivera Blasco, president.
  • Amparo Bienvenida Monge Bordejé, member.
  • María Elena Marcén Maza, member.

The agreement further notes that Jara Naya Alfranca had been appointed as a substitute Lawyer of the Provincial Court of Teruel, a condition that supports her designation for the Secretariat of the Provincial Electoral Board.

Support under Article 17 of the LOREG

The designation is adopted “in accordance with Article 17 of the LOREG”, the Organic Law of the General Electoral Regime, and is formalized with the express consent of the interested party. The document orders the notification of the agreement to the two affected parties, María Jesús Jimeno del Valle and Jara Naya Alfranca, and provides for its insertion in the Official Gazette of the Province, a procedure that was fulfilled with the publication on October 27.

The session concludes with the usual closing formula: “there being no further matters to discuss, the present document is closed, which, having been read and found correct, is signed by all attendees. I certify.”

A recently constituted Board for the general elections

The change in the Secretariat occurs while the electoral body is in full activity. The Provincial Electoral Board of Teruel was initially constituted for the general elections called by Royal Decree 806/2026, of October 5, for the dissolution of the Congress of Deputies and the Senate and the calling of elections; its composition was published in the Official Gazette of the Province of Teruel no. 197, dated October 14, 2026, with the reference No. 2026-2990.

In that list, María Teresa Rivera Blasco appeared as president, María Elena Marcén Maza and Amparo Bienvenida Monge Bordejé as members, and María Jesús Jimeno del Valle as secretary. At the same time, the zonal electoral boards of Teruel, Calamocha, and Alcañiz have been publishing their constitution agreements and the lists of official venues reserved for campaign events, in accordance with Article 57 of the LOREG.

Practical consequences of the handover

The Secretariat is the body responsible for public faith and the certification of the agreements of the Provincial Electoral Board; therefore, the change affects the processing and validation of all electoral files handled during the leave period, initially planned for one month. The substitution is resolved with a substitute lawyer from the Provincial Court of Teruel, which preserves the continuity of the body without altering its political composition or the presidency.

For readers, the relevance of the appointment is twofold: it guarantees that the Provincial Electoral Board remains operational throughout the electoral process and provides a public and traceable record of the organizational change. Furthermore, the leave is framed as temporary, meaning the appointment of Jara Naya Alfranca falls within the framework of a substitution and not a definitive replacement.
