La Junta Electoral Central designa la comisión que controlará radio y televisión el 29N

The Presidency of the Central Electoral Board has appointed the Radio and Television Commission that will act in the general elections of November 29, 2026, called by Royal Decree 806/2026, of October 5. The resolution, signed on October 30, 2026, is published in the Official State Gazette (BOE) no. 274, of November 4, 2026, section II.A, page 147744, with official reference BOE-A-2026-23112. The body is constituted this Wednesday, November 4, at 12:00 p.m. in the Sert Room of the Congress of Deputies.

Article 65 of the Organic Law of the General Electoral Regime (LOREG) assigns to this commission, under the direction of the Central Electoral Board, the function of making the proposal for the distribution of free electoral propaganda spaces of state scope in publicly owned media. The resolution is issued by virtue of the delegation agreed upon by the Central Electoral Board in its meeting on October 26, 2026.

Pursuant to Article 65.3 of the LOREG, the commission must be composed of one representative designated by each political formation contesting the elections that has representation in the Congress of Deputies. Consequently, its composition reflects the parliamentary spectrum, and its formal constitution is set at the headquarters of the lower House.

Composition: PNV presidency and twelve memberships

The resolution lists the members by name, with the particularity that Podemos has not designated a representative, leaving its membership vacant:

  • Presidency: Jon Miraballes Barrenetxea (Euzko Alderdi Jeltzalea-Basque Nationalist Party).
  • Jorge Rábago Juan-Aracil (People’s Party), who also represents the coalition Unión del Pueblo Navarro with the People’s Party.
  • Alberto Cachinero Capitán (Spanish Socialist Workers’ Party).
  • Álvaro Zancajo Fenoll (VOX).
  • Jordi Martí Grau (Frente Amplio).
  • Rubén Guijarro Palma (Socialists’ Party of Catalonia, PSC-PSOE).
  • Meritxell Barrionuevo i Alvarez (Republican Left of Catalonia).
  • Silvia Giner Joaquin (Junts per Catalunya).
  • Ohian Vitoria Gartzia (Euskal Herria Bildu).
  • Evarist Mahiques Canet (Compromís: Front Valencià).
  • Eva Lima Trillo (Galician Nationalist Bloc).
  • Octavio Caraballo de León (Canarian Coalition-Municipalists First Canary Islands).
  • María Begoña Amezua Amuchastegui (Canarian People’s Unity UPC).

The text appears signed in the Palace of the Congress of Deputies on October 30, 2026, by the president of the Central Electoral Board, Eduardo Calvo Rojas.

A precedent repeated in every call to elections

The appointment of this commission is a procedure repeated in every electoral process in order to organize the access of candidacies to information and propaganda spaces on public radio and television. The resolution itself does not yet set the distribution calendar or the assigned minutes: that agreement will be the responsibility of the already constituted commission, always under the direction of the Central Electoral Board.

The absence of a representative from Podemos leaves one of the memberships unfilled at the time of constitution, a fact that the resolution expressly records through the mention of the party and the corresponding explanatory note.

Why it matters

The distribution of free spaces on public radio and television conditions the visibility of candidacies during the campaign and is one of the elements that generates the most conflict between parties and media. With this appointment, the electoral referee is formally constituted just over three weeks before the appointment on November 29, so that any claim regarding times, news blocks, or debates will now have a competent body to which to address.
