La Junta declara prioritario el e-metanol renovable de Garray para 2026-2030

The Regional Government of Castilla y León has declared the “Renewable e-methanol production project in Garray, Soria – eM-Numancia” by Elyse eM-Numancia, S.L.U. as a priority industrial project for the 2026-2030 period. The decision was formalized through Agreement 143/2026, of October 1, published in the Official Gazette of Castilla y León (BOCYL) no. 193, of October 5, 2026, in section I, D. Other Provisions, at the proposal of the Department of Industry, Universities, Employment, and Trade.

The framework for this measure is Article 30 of Law 6/2014, of September 12, on Industry of Castilla y León, which empowers the Governing Council to declare priority industrial projects regardless of the Industrial Promotion Plan when reasons of general interest concur. The company submitted its application on March 13, 2026, and the Governing Council deliberated on October 1, 2026. The agreement bears the signature of the President of the Regional Government, Alfonso Fernández Mañueco, and the Councilor for Industry, Universities, Employment, and Trade, Juan Carlos Suárez-Quiñones Fernández.

A plant of up to 200,000 annual tons

The project consists of the development and commissioning of an industrial plant for the production of renewable e-methanol in the Environmental Business Park (PEMA), in the municipality of Garray (Soria). Its main technical characteristics are:

  • Initial nominal capacity of up to 100,000 annual tons, expandable in the future to 200,000 tons depending on electricity availability.
  • Production of renewable hydrogen through water electrolysis powered by electricity of renewable origin.
  • Synthesis gas generated by oxy-gasification of forest biomass, mainly pine wood.
  • CO₂ capture and recovery units and catalytic synthesis of methanol.
  • An underground 132 kV power line that will connect the plant with the Soria substation, with PPA contracts.

The facility will operate exclusively with renewable electricity and already has a favorable Environmental Impact Statement and Environmental Authorization. It is integrated as one of the strategic pilot projects of the Castilla y León Hydrogen Valley.

Investment of over 320 million and nearly 900 jobs

The agreement estimates the planned investment at over 320 million euros and emphasizes its driving effect on construction, engineering, transport, logistics, and advanced industrial services, with priority for local companies and suppliers. Regarding employment, the project envisions:

  • Nearly 900 jobs during the construction phase, including direct and indirect positions.
  • At least 50 stable direct jobs in the operational phase.
  • Around 125 indirect jobs associated with highly qualified technical profiles.

The promoter is Elyse Energy, an independent French company dedicated to the development, construction, and operation of renewable and low-carbon fuel plants, with a presence in France, Spain, and Portugal. Its reference shareholders are Falkor and Vol-V, partners since 2021. In Spain, national projects are managed by Elyse Energy Ibérica, S.L. (NIF B16995201), while the project’s special purpose vehicle is Elyse eM-Numancia, S.L.U. (NIF B56615396).

Administrative urgency and promoter commitments

Agreement 143/2026 declares all actions within the competence of the regional Administration related to the project as urgent, such that legal processing deadlines are reduced by half, in accordance with Article 10 of Law 5/2013, of June 19, on the Stimulus for Business Creation in Castilla y León. The Junta will establish coordination mechanisms with other administrations to streamline the procedures.

The text also establishes several obligations for the holder:

  • Maintain investments and activity at the planned sites for at least five years from the completion of the project in 2030.
  • Sustain employment objectives during that same five-year period.
  • Initiate actions within a maximum period of one year.
  • Facilitate the verification and monitoring tasks of the Ministry of Industry, Universities, Employment, and Trade.

Failure to comply with these obligations will lead to the withdrawal of the declaration, which also does not exempt the promoter from obtaining the authorizations, licenses, or permits required by current legislation.

The declaration consolidates Soria as a hub for the regional green industry and reinforces the decarbonization and reindustrialization strategy of Castilla y León. For the rural areas of Soria, the project represents an injection of investment and skilled employment in a territory affected by depopulation, in addition to positioning the Community within the new value chains of renewable fuels.
