The Board calls for an urgent pool of Legal Counsel due to its depletion
Por FactBox Admin

The General Secretariat of the Presidency of the Regional Government of Castilla-La Mancha has called for a selection process to expand the job pool for the Corps of Legal Counsel (Cuerpo de Letrados) of the regional administration, due to the exhaustion of the current pool. The call is formalized through the Resolution of 09/28/2026, published in the Official Gazette of Castilla-La Mancha (DOCM) number 191, dated October 5, 2026, with the official reference [2026/7028]. The objective is to fill necessary vacant positions with interim civil servants.
The text stems from a situation of urgency: the current pool, derived from the selection process called by the Resolution of the General Directorate of Public Service on December 5, 2024 (DOCM No. 244, 12-18-2024), has been exhausted. Furthermore, the pool resulting from the process called by the Resolution of 04/30/2026 (DOCM No. 87, 05-11-2026) to fill ten positions in the Superior Scale of Legal Counsel corresponding to the 2025 Public Employment Offer will take “a few months” to be established.
Given this “urgent need to proceed with the filling of job positions,” the General Secretariat is acting with the favorable report of the General Directorate of Public Service provided for in Article 6 of the Order of 09-21-2006. The regulatory framework is completed by Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha, and Decree 90/2006, of July 4, on the selection and management of job pools for interim civil servants. The resolution bears the signature of the Secretary General of the Presidency, Francisco Javier Úbeda Nieto, and is dated in Toledo on September 28, 2026.
Merit competition with a maximum of seven points
The process is resolved through a competition system, without eliminatory tests, and only those who obtain a score greater than zero may join the pool. The maximum achievable score is 7 points, divided between two merits:
- Passing access examinations via open competition, held after January 1, 2014, for the Corps of Legal Counsel of any autonomous community, Social Security Legal Counsel, the Court of Auditors or equivalent regional bodies, State Lawyers, the Fiscal Career, or the Judicial Career: one point per examination, up to a maximum of three.
- Services rendered as a career or interim civil servant in any of those bodies since January 1, 2014: up to four points, at a rate of 0.00109589 points per day worked.
Merits must be documented along with the application, and only those held at the end of the submission period will be valued.
Requirements, fifteen-day deadline, and fees
Those who hold Spanish nationality or nationality of a European Union Member State, are at least sixteen years old and do not exceed the maximum compulsory retirement age, hold a Bachelor’s degree or Degree in Law, and possess functional capacity may participate. Those who are already part of the pool derived from the process of December 5, 2024, are excluded.
The deadline for submitting applications is 15 calendar days starting from the day following the publication of the call in the DOCM, and processing is exclusively electronic. The fee amounts to 29.26 euros, with the ten and twenty percent discounts already applied; general category large families will pay 8.37 euros. Unemployed job seekers, people with a degree of disability equal to or greater than 33 percent, and special category large families are exempt. The pool has a provincial scope, so the applicant must indicate in the application the provinces they wish to be part of.
Qualifying Tribunal and Appeal Process
Annex I of the resolution appoints the qualifying tribunal, chaired by José Alberto Pérez Pérez, with Ángel Quereda Tapia, María Teresa Ruiz Valdepeñas, and Antonia Gómez Diaz-Romo as members and Antonio Enrique Magaña Martín as secretary. The alternates are Elena Villén Gómez (chair), Alicia Tajuelo Castilla, Eva María Ruiz Saenz, and Luis Ortiz de Urbina Alonso (members), and Belén Álvarez de Miranda Genta (secretary). The tribunal is based at the Legal Office of the Junta, in the Plaza del Cardenal Silíceo de Toledo.
The list of proposed applicants will be published on the Public Employment Portal and on the Electronic Office notice board within a maximum period of three months. In the event of a tie, alphabetical order of the first surname starting with the letter “Q” will be followed, as determined by lottery in the Resolution of 11/26/2025 (DOCM No. 235, of 12/04/2025). An administrative-law appeal may be filed against the resolution before the Administrative Court of Toledo within two months, or an optional appeal for reversal within one month.
For law graduates seeking public employment, the call opens an interim access route without a prior competitive examination, based on a merits scale and a fifteen-day deadline. The resulting pool will remain in effect until the one derived from the 2026 open access process is established, ensuring temporary coverage of the Junta’s legal services while the current job offer is resolved.
