The Junta announces three Sustainable Development management positions by free appointment.

The Ministry of Sustainable Development of Castilla-La Mancha has announced three vacant service directorates in its provincial offices in Albacete, Cuenca and Toledo for appointment through the system of free designation. The call is published in the Official Gazette of Castilla-La Mancha (DOCM), number 154, of 13 August 2026 (reference 2026/5986), in section II, Authorities and Staff, and interested civil servants will have 15 working days to submit their application.

The resolution, signed in Toledo on 5 August 2026, opens procedure LD DS F2/2026 and is based on articles 70 and 71 of Law 4/2011, of 10 March, on Public Employment of Castilla-La Mancha, as well as article 20 of Decree 74/2002, of 14 May, on the Provision of Posts. The three posts appear vacant and budgeted in the Ministry’s Staffing List, with group A1/A2, level 26 and a specific allowance of €23,627.52 per year. The document is signed, in substitution for the head of the Ministry, by the Deputy Minister for the Environment, José Almodóvar Araez.

Three directorates in Albacete, Cuenca and Toledo

  • Head of the Legal and Procurement Service (code 14306), at the Provincial Office of Sustainable Development in Albacete: coordination and control of legal advisory services and administrative procurement at the provincial level.
  • Head of the Mines Service (code 13541), at the Provincial Office of Sustainable Development in Cuenca: processing of files for authorisation and mining concessions for mineral resources and use of explosives, monitoring of mining safety, review of work plans and restoration, and reports on the extractive industry. Requires a degree in Industrial Engineering, Mining Engineering, Technical Industrial Engineering or Technical Mining Engineering.
  • Head of the Legal and Procurement Service (code 14311), at the Provincial Office of Sustainable Development in Toledo, with functions equivalent to those of the post in Albacete.

All three posts are classified with key “a”, of indistinct assignment, which opens their coverage to civil servants from different public administrations.

Who can apply and how to submit the application

In general, all career civil servants serving the Administration of the Regional Government of Castilla-La Mancha who meet the requirements set out in the annex may participate. Civil servants from the General State Administration, from other autonomous communities and from local corporations with bodies or scales of analogous functions may also apply, as may those from the Cortes of Castilla-La Mancha, in accordance with article 82 of Law 4/2011.

Applications shall be submitted electronically, with electronic signature, through the electronic office of the Junta (www.jccm.es), addressed to the General Secretariat of the Department of Sustainable Development, after prior registration in the electronic notification platform (notifica.jccm.es). The deadline shall be 15 business days counted from the day following publication in the DOCM, and the requirements shall be assessed with reference to that same date.

Applicants shall attach their curriculum vitae —professional background, qualifications, publications and courses—, and the convening body may hold interviews and request additional documentation. Those who hold, by provisional assignment or secondment, a post of free designation included in the annex are obliged to participate; non-compliance may entail voluntary leave for personal interest or termination of the secondment.

Resolution, assumption of duties and appeals

The call shall be resolved within a maximum period of two months from its publication, by resolution of the head of the Department, following a reasoned proposal from the heads of the assigning bodies. The resolution may award the posts to the most suitable candidates or declare the provision unfilled, and its publication in the DOCM shall serve as notification.

The persons awarded the posts shall cease to hold their previous post on the day following publication of the resolution and shall take up their post the following day, with the possibility of deferring the cessation for up to one month owing to service needs. The postings are considered voluntary and do not give rise to any right to transfer compensation, and against the resolution an optional reconsideration appeal may be brought within one month and a contentious-administrative appeal before the Contentious-Administrative Division of the Court of Instance of Toledo within two months.

The call opens a route of agile mobility towards management posts in the provincial delegations of a department with decisive powers in administrative contracting and in the management of the extractive sector. The undifferentiated assignment and the obligation to participate of those who provisionally occupy these positions are intended to guarantee the effective coverage of three headships with significant weight in the environmental and mineral resource management of the region.
