The Board calls for the appointment by free designation of a counselor secretary position

The Vice-Ministry of Social Services, Families and Equality has announced the public call to fill, through the system of free appointment, a position as Counselor Secretary assigned to the Ministry itself. The resolution, signed on August 13, 2026, by Vice-Minister José Repiso Torres, is published in the Official Gazette of the Regional Government of Andalusia (BOJA) number 161, dated August 20, 2026, on page 11176.

The position is announced with a deadline for submitting applications of five business days, counting from the day following its publication in the BOJA, making the procedure an especially agile process for civil service personnel who meet the requirements.

Regulatory Framework and Calling Body

The call is based on Article 128 of Law 5/2023, of June 7, on the Public Service of Andalusia, and on Articles 78 to 83 of Decree 51/2025, of February 24, which regulates the planning and organization of public employment, as well as entry, internal promotion, and the filling of job positions within the General Administration of the Regional Government of Andalusia.

The Vice-Ministry acts by virtue of the powers delegated by the Order of February 18, 2025, and in accordance with Decree 196/2026, of July 30, which regulates the organic structure of the Ministry. Civil service personnel who meet the requirements indicated in the annex and the general requirements demanded by current legislation may participate.

Submission of Applications and Procedure

Applications, addressed to the Vice-Ministry, shall be submitted through the General Electronic Registry of the Regional Government of Andalusia, in accordance with Article 14.2.e) of Law 39/2015, of October 1, on the Common Administrative Procedure. The application must include the personal data of the applicant and the requested position, accompanied by a curriculum vitae containing the personnel registration number, body of membership, personal grade, academic degrees, and positions held within the Public Administration.

The alleged merits must be justified with original documentation or certified photocopies, submitting as many copies as there are positions applied for. Once the deadline has passed, the applications shall be binding and the assigned destinations irrevocable, unless another destination has been obtained through a public call before the completion of the assumption of office. The assumption of office shall be carried out in accordance with articles 82.5 and 74 of Decree 51/2025.

Against the resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed before the competent Contentious-Administrative Court within two months, or optionally, a request for reversal (recurso de reposición) before the signing body within one month.

The brevity of the five-business-day deadline underscores the urgency with which the Ministry wishes to fill a trust position within its management structure, amidst a reorganization derived from the new organic structure decree. For civil service personnel of groups C1-C2 interested in a level 18 position in Seville, the application window is minimal, meaning that agility in electronic processing will be decisive.
