The Regional Government opens the temporary employment pool for agricultural engineers

The Ministry of the Presidency of the Regional Government of Castilla y León has called for the establishment of the temporary employment pool for the Corps of Higher Agricultural Engineers of the regional administration. The measure is formalized through Order PRE/1106/2026, of October 23, published in the Official Gazette of Castilla y León (BOCYL) no. 209, of October 28, 2026, in section I.B.2, Competitive Examinations and Contests. The registration period opens the day following the publication of the order.

The call is based on Article 43 of Law 7/2005, of May 24, on the Public Service of Castilla y León, which requires the selection of interim civil service personnel through open and public pools or lists, and on Decree 18/2025, of December 18, which regulates the selection of interim civil service personnel and temporary labor personnel of the General Administration and its autonomous bodies. The regulation considers the exams passed in selection processes held by the Regional Government in the last five years as the predominant merit.

Three phases and a permanently open list

The procedure, entirely electronic, is structured into three phases: registration via electronic application, the preparation of the provisional list of members and excluded applicants with their scores, and the approval of the final list ordered by score along with the exclusions and their causes.

• The application is submitted through the Public Employee Portal of the Regional Government of Castilla y León, duly signed and registered electronically.
• Anyone claiming experience in other public administrations must check the corresponding box and provide supporting documentation.
• The managing body obtains and assesses ex officio the merits present in its databases, files, and records.
• The pool remains permanently open for new additions.

Cut-off date on November 30 and ten days for appeals

Those registered by November 30, 2026, or, if it is a non-working day, the first following working day, will participate in the establishment. After the provisional list is published in the BOCYL and on the regional portal, interested parties will have ten working days to submit appeals before the final resolution, which will set the date for the pool to become operational and render the current one void.

The scale in Annex I scores as follows:

• 10 points for each eliminatory exercise passed in open processes for the body in the previous five years, up to a maximum of 40.
• 7 points for the eliminatory exercise not passed in the last call, with at least 25% of the maximum score.
• Up to 0.05 points per month as an interim civil servant of the regional body, capped at 12 points and services from the previous twenty years.
• Up to 0.0375 points per month in an equivalent body of another administration, capped at 9 points.

In the event of a tie, the order of the scale shall be followed and, if it persists, the letter of the draw for the order of action of the current public employment offer; failing that, the time of registration.

Calls every ten days and delegated management

On the 10th, 20th, and last day of each month, or the following business day, the authorized positions will be published with their requirements, characteristics, functions, and reason for coverage. Members may request one or several positions in order of preference within a period of two business days, and the award will follow the order of precedence of the pool.

The order delegates the management and constitution to the holder of the General Secretariat of the Ministry of Agriculture, Livestock, Rural Environment, and Environmental Policy, including the resolution of appeals for reconsideration. The text is signed by the Minister of the Presidency, Luis Miguel González Gago, in Valladolid, on October 23, 2026.

Against the order, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Valladolid within two months, and optionally an appeal for reconsideration before the Ministry of the Presidency within one month.

Impact for graduates

The call opens a stable route of access to the regional public service for agricultural engineers, who may register without waiting for a new employment offer and have both the competitive examination exercises and the time worked as interims recognized. The permanent pool and the electronic calls every ten days turn this list into the ordinary mechanism for the temporary coverage of the body’s positions.
