The Junta contracts the Los Manzanos juvenile center for 2.78 million.

The Junta de Castilla y León has arranged the provision of the residential care service for minor offenders at the Los Manzanos Centre with the Aliados por la Integración Foundation, the only entity that submitted an application. This is established by Order DES/761/2026, of 8 August, published in the Official Gazette of Castilla y León number 156, of 13 August 2026, which sets the amount of the arrangement at 2,783,527 euros for a period of 24 months.

The arrangement is processed under the legal regime of the social arrangement provided for in Decree 3/2022, of 17 February, which regulates this instrument in certain areas of the System of Social Services of Public Responsibility of Castilla y León. The bases of the procedure were approved by Order FAM/336/2024, of 17 April (B.O.C. y L. no. 77/2024, of 19 April, with correction of errors in no. 88, of 8 May 2024), and the arranged action was called by order of the regional minister of 15 July 2026 (B.O.C. y L. no. 138/2026, of 20 July), published by the Department of Deregulation, Family and Social Assistance.

A single applicant, scored 110.25 points

The verification committee, constituted on 4 June, confirmed that only one entity took part in the procedure: the Aliados por la Integración Foundation (Tax ID G47484357). Its report, issued on 5 August 2026, awarded it 110.25 points and highlighted its track record in this type of resource, the adaptation of the intervention programme to Integrative Psychological Theories, and the incorporation of specific programmes for the prevention of out-group violence. The assessment was broken down as follows:

• Accredited experience in residential care in criminal responsibility: 30 points.
• Planning, organisation and operation of the service: 30.25 points.
• Economic proposal: 30 points.
• Improvements to the basic offer: 20 points.

As it was the only proposal submitted, it was not necessary to apply the economic evaluation formula provided for in the call.

Amount and annual instalments

The arrangement, with a duration of 24 months and excluding VAT because the entity is exempt from the tax, is charged to budget item 09.21.231B05.25000.0 of the General Budgets of the Community, with the following distribution by annual instalments:

• 2026: 405,931.02 euros.
• 2027: 1,391,763.50 euros.
• 2028: 985,832.48 euros.
• Total: 2,783,527.00 euros.

The Director General of Family submitted the draft order on 6 August 2026, in accordance with the report of the verification committee, and the arrangement is conditional on the existence of adequate and sufficient credit in each financial year.

Formalisation and appeals

The contracted entity is obliged to sign the document formalizing the agreement within a maximum period of fifteen business days from notification of the resolution, in accordance with article 11 of Decree 3/2022 and the seventeenth operative provision of the call. Against the order, which exhausts the administrative route, an optional appeal for reconsideration may be filed within one month before the same regional ministry, or a contentious-administrative appeal within two months. The order was signed in Valladolid on 8 August 2026 by the Minister for Deregulation, Family and Social Benefits, Carlos Pollán Fernández.

The agreement ensures the continuity of a highly sensitive residential resource for minors subject to judicial measures in Castilla y León, and its amount places it among the highest-value social contracts published in the bulletin in this field. The selection of the only entity presented, according to the official assessment, reinforces a specialized intervention aimed at preventing reoffending and the continuous improvement of the service.
