The Regional Government of Extremadura (Junta de Extremadura) has resolved to grant 289,785.11 euros in subsidies to 53 local entities to provide material and technical resources to their civil protection volunteer groups. The decision was adopted by the General Secretariat for Interior, Emergencies, and Civil Protection through the Resolution of October 30, 2026, published in the Official Gazette of Extremadura (DOE) No. 214, Friday, November 6, 2026, section III, with official reference 2026062841.
The aid is based on the Order of June 10, 2020, which establishes the regulatory bases for subsidies regarding civil protection (DOE No. 115, June 16), and the call approved by the Resolution of March 24, 2026, of the General Secretariat (DOE No. 69, April 13), which organizes two sub-lines: A, for clothing, and B, for material and technical resources, which has now been resolved. The procedure was processed under a competitive bidding regime in accordance with Law 6/2011, of March 23, on Subsidies of the Autonomous Community of Extremadura.
The call has a total credit of 316,000 euros charged to project 20180147, fund CAG0000001, of the General Budgets of 2026 approved by Law 2/2026, of August 3. Following a surplus of 11,422.94 euros from sub-line A and the extension of 63,200 euros announced in DOE No. 213, November 5, sub-line B is finally endowed with 290,622.94 euros in application 22005 116A 76000.
From 58 applications to 53 beneficiary entities
Between April 14 and 27, 2026, 58 applications were submitted for sub-line B. Two were inadmissible via resolution on May 22, 2026, as the groups were not registered in the Registry of Local Civil Protection and Emergency Volunteer Groups by the closing date.
The Evaluation Commission, appointed on June 2, 2026, met on October 22, 2026, and issued an evaluation report on that same date, from which the proposal of the Head of the Civil Protection Service derives. The annex of the resolution lists 53 beneficiary local entities, all with legally constituted groups registered in the regional registry and up to date with their tax and Social Security obligations.
Distribution according to points and grant limits
The amount granted to each entity is adjusted to a maximum decreasing limit based on the score obtained:
- 1st place (Fuentes de León, P0605500H), 26 points: limit of 10,000 euros, with 4,435.02 euros granted.
- 2nd to 20th places, with 23.5 to 18.5 points: limit of 8,500 euros, including Baños de Montemayor (P1002500E), which receives the maximum of 10,000 euros, and Talaveruela de la Vera (P1018300B), with 7,718.63 euros.
- 21st to 45th places, with 18 to 15.5 points: limit of 7,500 euros, such as La Zarza de Alange (P0616200B) and Fregenal de la Sierra (P0605000I).
- 46th to 53rd places, with 14 to 11.5 points: limit of 5,000 euros, including Coria (P1006800E), Zafra (P0615800J) and Moraleja (P1013100A).
Among the beneficiaries are also two associations of municipalities, Mancomunidad Riberos (P1000039F) and Mancomunidad Trujillo (P1000031C). The lowest amounts correspond to Valdetorres (1,155.10 euros) and Ribera del Fresno (1,507.66 euros). The total granted amounts to 289,785.11 euros.
Execution, justification and obligations
Eligible expenses are those incurred and paid between January 1 and November 15, 2026, intended for equipment such as walkie-talkies, flashlights, whistles, signaling material, megaphones, generators, or first aid tents. The justification deadline, initially set for November 15, was extended until November 25, 2026, by the Resolution of October 14, 2026.
Entities must inventory and maintain the material, allocate it exclusively to civil protection purposes—five years for assets registerable in a public registry and two for the rest—and report the acquisition to the regional registry. Payment is made in advance and without the requirement of a guarantee. The resolution, signed by Fernando Jesús Manzano Pedrera, concludes the administrative process and allows for an administrative appeal within one month.
Impact for the municipalities
The distribution reaches 53 town councils and associations of municipalities in the region, mostly small-sized, which will be able to renew the equipment used by their emergency volunteer groups. The amount granted is below the available credit of the sub-line, 290,622.94 euros, and fully covers what was requested in most cases, while about twenty entities saw their request reduced due to the scoring limit.
