The Regional Government of Extremadura has formalized a direct grant of 230,000 euros to the Spanish Red Cross in Extremadura to finance the project “Collaboration at the care, coordination, and Civil Protection levels in Extremadura.” The agreement was signed on September 24, 2026, and its publication is ordered by the Resolution of September 30, 2026, of the General Secretariat, disseminated in the Official Gazette of Extremadura (DOE) No. 193, of October 6, 2026 (reference 2026062505, RCN202600272).
A direct grant without a public call
The agreement is structured as a direct grant under Article 22.4 c) and Article 32.1 a) of Law 6/2011, of March 23, on Grants of the Autonomous Community of Extremadura, which allows for an exception to competitive bidding when the special nature of the activity or the characteristics of the recipient prevent it and the entities involved are non-profit. The publicity complies with Article 19 of Decree 154/2025, of November 18, regulating conventional activity and the General Registry of Agreements.
The authorization was agreed upon by the Governing Council of the Regional Government of Extremadura in its session on July 7, 2026, and the entity requested the aid on April 30, 2026. The agreement is signed by Fernando Jesús Manzano Pedrera, Secretary General of Interior, Emergencies, and Civil Protection, and Fernando Solís Fernández, President of the Autonomous Committee of the Spanish Red Cross in Extremadura. The publicity resolution bears the signature of the Secretary General, David González Gil.
Integration into 112 and mobilized resources
The objective is to improve the operational capacity of the entity and its coordination with the 112 Emergency and Urgency Care Center of Extremadura, across three levels: care, civil protection and disasters, and coordination. The Red Cross will integrate a resource operator into 112 24 hours a day, 365 days a year, with control over its network and fleet mobility.
The planned lines of action are:
- Integration of the Red Cross Autonomous Operations Center into 112.
- Mobilization of the Health Transport network, with approximately 2,000 annual activations in urgent health transport.
- Supervision and control of Predictable Risk Devices.
- Training of volunteers in civil protection, the health sector, and coordination.
- Maintenance of response teams and deployment of the Immediate Emergency Response Teams (ERIE).
The project assigns 5 resource operators and 1 head of the Autonomous Operations Center, in addition to the following material resources:
- 2 4x4 BLS ambulances.
- 2 rapid intervention vehicles.
- 1 logistics truck and 1 intervention truck.
- 2 logistics vehicles and 2 logistics trailers.
The ERIE will provide capabilities for provisional shelter, psychosocial intervention, water search and rescue, healthcare assistance, and coordination and communications. The Red Cross is part of the healthcare, logistics, and psychosocial groups of the Territorial Civil Protection Plan of Extremadura (PLATERCAEX), approved by Decree 187/2019, of October 15.
Financing, deadlines, and justification
The total cost of the project amounts to 234,126 euros, of which the entity contributes 4,126 euros from its own funds (1.76%). The breakdown of the grant includes:
- 154,241 euros for salaries and 49,847 euros for Social Security.
- 18,019 euros for equipment maintenance and 5,127 euros for insurance.
- 2,801 euros for communications, 1,800 euros for supplies, and 2,291 euros for management and activity expenses.
The agreement is in effect from its signing until February 28, 2027, the final day for justification. The execution period spans from January 1 to December 31, 2026. Payment is divided into two 50% advances: the first upon signing, without the need for a guarantee, and the second after justifying half of the amount. The justification for the first installment had to be submitted before September 30, 2026.
The agreement reinforces the role of the Red Cross as an auxiliary entity to public authorities and guarantees the public emergency system additional human and material resources in the face of catastrophes, major events, and daily emergencies. For the citizens, it means maintaining an operational network of ambulances, shelter, and psychosocial care that is activated via 112 throughout Extremadura.
