The Regional Government summons those affected by the Badajoz South Ring Road
Por FactBox Admin

The Regional Ministry of Infrastructure, Transport and Housing of the Regional Government of Extremadura has summoned the owners of the assets and rights affected by the works of Section II of the Badajoz Southern Ring Road (EX-310 to EX-107) for the drafting of the records prior to occupation. The summons is formalized in an announcement signed on September 17, 2026, and published in the Official Gazette of Extremadura (DOE) no. 192, of October 5, 2026, with official reference 2026081560. The appearances will take place at the Badajoz City Council between November 9 and 12, 2026.
The procedure derives from Decree 165/2026, of September 9, by which the Governing Council declared the urgent occupation of the assets and rights necessary to execute the section, published in the DOE no. 177, of September 14, 2026 (reference 2026040209). This declaration allows the expropriation to be processed via Article 52 of the Compulsory Expropriation Law, of December 16, 1954, which enables the immediate occupation of the land without waiting for the prior determination and payment of the fair price. The decree was signed by the regional minister Francisco José Ramírez González and by the president of the Regional Government, María Guardiola Martín.
The project for the work was approved on April 23, 2024. The list of assets and owners was submitted for public review via an announcement on October 8, 2024 (DOE no. 209, of October 25) and for a complementary public review via an announcement on June 24, 2026 (DOE no. 126, of July 2). Once the objections were resolved, the final list of affected parties was incorporated as an annex to the urgency decree.
When and where owners must appear
The summons are distributed over four days, all at the Badajoz City Council:
- November 9, 2026: from 09:00 to 13:00 hours.
- November 10, 2026: from 09:00 to 12:30 hours.
- November 11, 2026: from 09:00 to 12:30 hours.
- November 12, 2026: from 09:00 to 11:00 hours.
Interested parties must attend personally or be represented by a duly authorized person, and provide documents proving their ownership: a simple note from the Property Registry, the latest IBI (Property Tax) receipt, or inheritance deeds, among others. They may be accompanied, at their own expense, by their experts and a notary.
More than sixty properties and half a hundred owners
The list of summoned affected parties includes more than 60 properties distributed among polygons 224, 283, 284, 287, and 288 of the municipality of Badajoz. Among the owners are private individuals as well as companies and entities:
- Agrícola Forestal Calamón, S.A., CEMFEX, S.L. and Centro de Reciclajes Extremeños (CEREXSAL, S.A.).
- Reto a la Esperanza and the Fundación de Cultura Andaluza.
- Families with several affected estates, such as the Rodríguez-Viñals Causiño, the Fagúndez Rodríguez, the Martín Sánchez-Bendito, the Peñas Fernández or the Muñoz del Viejo.
Until the date designated for the drawing up of each record, allegations may be submitted to correct possible errors in the list of assets and rights, via email to expropiaciones@juntaex.es or before the Expropriation Service of the General Secretariat of the Department, at avenida de las Comunidades, s/n, Mérida. The announcement is signed by the head of that service, Isabel Fernández de los Ríos Mesa.
A bypass to remove traffic from the center of Badajoz
The EX-C1 (Badajoz South Ring Road) is a new bypass through the south of the city that seeks to channel interurban traffic without crossing the urban center. The works will be executed in two lots: lot 1 covers from the EX-310 to kilometer point 6+140, including the roundabout and the R-1 and R-2 connecting branches; lot 2 continues to the EX-107, including the connection with section III.
The main trunk is classified as traffic category T2 and the branches as T31; the clearings are type E3 on the trunk and branches and E2 in the roundabouts. The project provides for a symmetrical concrete barrier in the median and metallic containment systems on the outer shoulders, in addition to drainage and restoration of affected services. With the new road, access from the EX-107 (Olivenza) and the EX-310 (Valverde) towards the A-5, Portugal or Madrid would improve without entering the city.
The publication of this summons opens the decisive procedure for the owners: in a few weeks, the preliminary record will be established and, with it, the effective occupation of the land. Against Decree 165/2026, an optional appeal for reversal may be filed before the Governing Council within one month, or a contentious-administrative appeal before the High Court of Justice of Extremadura within two months.
