The Junta subsidizes loans to farms affected by forest fires.

The Official Gazette of Extremadura publishes this Thursday, 13 August, in its issue 156, four resolutions of the General Secretariat, dated 6 August, giving publicity to the agreements signed on 4 November 2025 between the Department of Agriculture, Livestock and Sustainable Development and the financial institutions Banca Pueyo, SA, CaixaBank, SA, Caja Rural de Almendralejo, SCC and Banco Sabadell, SA. The agreements manage subsidies for the financing of loans for holders of agricultural and livestock farms affected by the summer 2025 forest fires, with a reduction of their interest within the framework of chapter IV of Decree-Law 5/2025 of 18 September.

Decree-Law 5/2025, on extraordinary aid and other urgent measures for the recovery of the areas affected by the forest fires occurring in Extremadura during the summer of 2025 and on preventive matters, regulates an extraordinary, urgent and one-off direct subsidy intended for the reduction of interest on loans taken out to acquire working capital. Beneficiaries may include the holders of agricultural farms of cherry trees, olive groves and chestnut declared as fruit trees, as well as extensive livestock farms of cattle, sheep, goats, pigs, horses and bees located in Extremadura.

Article 23 allows the participation of financial intermediaries as collaborating entities, and section 3 provides for the formalisation of these agreements, in line with Article 15 of Act 6/2011 on Grants of the Autonomous Community of Extremadura. The texts have been entered in the General Register of Agreements, under numbers RCN202501062 to RCN202501065, in accordance with Decree 154/2025 of 18 November.

Four entities, one same agreement

On behalf of the Regional Government, the secretary general of the Department, María Concepción Montero Gómez, signs, and for each bank its representative with notarial powers does so. The agreements have identical content and correspond to the agreement between the Administration and a private entity referred to in Article 47.2.c) of Act 40/2015.

  • Banca Pueyo, SA (reference 2026062135; registration RCN202501063), represented by Rubén Herrero Martín, with registered office in Villanueva de la Serena (Badajoz).
  • Caja Rural de Almendralejo, SCC (reference 2026062136; registration RCN202501062), represented by María del Carmen Palacios Moreno.

The advertising resolutions, signed by the Secretary General David González Gil, are included in section III of the bulletin, under the Vice-Presidency and Ministry of the Presidency, Coordination of Government Action, Interior and Emergencies. The previous day, DOE number 155 published the analogous agreements with Ibercaja Banco, Banco Santander, Caja Rural de Extremadura and Cajamar Caja Rural, also signed on 4 November 2025.

What is required of the collaborating entities

The entities must allocate to the eligible loans a volume of resources commensurate with the business they maintain with the affected sectors, and may not refuse an operation on the grounds of the guarantee when the principal is backed by SAECA or EXTRAVAL. They will also verify the requirements of the beneficiaries, adapt the policies to the eligible activity and process applications within the deadline, sending the data through the ARADO platform.

  • The subsidies will be paid into the beneficiary’s account within a maximum of fifteen working days from receipt of public funds, with a supporting certificate within a further fifteen days.
  • The justification will be made by means of a certificate of settlement and payment of interest, submitted the month following the maturity of each annual instalment until the loan is cancelled.
  • The entities will open a single special account for public funds, keep specific accounting records and be subject to the control of the managing body.

Validity and scope

The agreements have no direct economic impact, since the Ministry does not allocate a specific budget to their implementation, and they will be in force from their signing until payment to the beneficiaries of the final annual settlement of subsidised interest. A monitoring committee made up of the signatories will ensure compliance and resolve any discrepancies.

With these publications, the owners of farms affected by the 2025 fires now have up to eight collaborating financial entities to channel the payment of subsidised interest. The measure eases the financing of working capital for cherry trees, olive groves, chestnut trees and extensive livestock farming, key support for repairing fire damage.
