The Board authorizes a new underground power line in Almansa

Authorization for a medium voltage installation in the middle of the urban area

The Provincial Delegation of Sustainable Development of Albacete has issued Resolution 11 August 2026, by which the prior administrative authorization and the administrative construction authorization are granted for an electrical energy installation at Avenida Adolfo Suárez, number 9, in the municipality of Almansa. The decision is published in the Official Gazette of Castilla-La Mancha (DOCM) number 157, corresponding to 18 August 2026, and bears the official reference 2026/6079.

The project, identified by reference 02211003680-02241003550, is intended to supply electricity to a consumer transformer substation. The resolution is issued under the provisions of Decree 80/2007, of 19 June, which regulates the authorization procedures for electrical energy installations within the scope of the Regional Government of Castilla-La Mancha.

Technical characteristics of the project

According to the resolved file, the installation consists of two main elements:

  • Underground double-circuit medium voltage line, with conductor type HEPRZ1 12/20 kV 3×240 mm² Al, housed in conduit, with a total length of 292 metres.
  • Prefabricated switching substation of indoor type, at surface level, with external operation, equipped with modular cells with metallic enclosure: two line cells, one protection cell and one auxiliary services cell (configuration 2L1P1A).

The line runs along Avenida Adolfo Suárez in Almansa (Albacete), and the switching substation is located at number 9 of said street. The installation is intended to guarantee the electricity supply to a consumer connected to the corresponding transformer substation.

Ownership and public information procedure

The project was initially promoted by Cedipsa Compañía Distribuidora de Petróleos, S.A., although the final ownership of the installation falls to i-DE, Redes Eléctricas Inteligentes, S.A.U., the electricity distribution company of the Iberdrola group. Before the final resolution, a public information procedure was carried out, which was published in DOCM number 160, of 21 August 2025, and also on the electronic notice board of the JCCM, fulfilling the regulatory procedures required by regional legislation.

Conditions and appeals against the resolution

The authorization is granted with two essential conditions:

  • It is granted without prejudice to other concessions and authorizations that may be necessary, especially those relating to land-use planning and the environment.
  • The holder must comply with the conditions imposed by the participating bodies, which it has accepted expressly or tacitly.

The resolution does not exhaust the administrative route. Interested parties may file an appeal for reconsideration with the Regional Minister for Sustainable Development within one month of notification, in accordance with articles 121 and 122 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations. Those who are required to deal electronically with the Administration may submit the appeal through the electronic headquarters of the JCCM.

The resolution was signed in Albacete on 11 August 2026 by the Provincial Delegate, María Llanos Valero Hernández.

Relevance for the residents of Almansa

The authorisation of this electrical infrastructure in the middle of Avenida Adolfo Suárez, one of the main thoroughfares of Almansa, directly affects residents of the area, both due to the possible inconveniences arising from the installation works and due to the improvement in the electricity supply that the underground line and the new switching centre will provide to the municipality. The investment is part of the modernisation of the distribution network in the province of Albacete, managed by i-DE, Redes Eléctricas Inteligentes, S.A.U.
