La Junta autoriza una batería de 10,08 MW en Madridejos, Toledo

The General Directorate of Energy Transition of the Regional Government of Castilla-La Mancha has granted Energía Helios, S.L.U. the prior administrative authorization and the administrative construction authorization for the “Haza de las Tobas Bess” storage plant, with 10.08 MW of installed power and 40.012 MWh of capacity, intended to hybridize the “Haza de las Tobas” solar photovoltaic plant in Madridejos (Toledo). The resolution, signed on October 1, 2026, by the Director General of Energy Transition, Alipio García Rodríguez, is published in the Official Gazette of Castilla-La Mancha (DOCM) No. 195, dated October 9, 2026, with the official reference [2026/7202].

The authorization is processed under Decree 80/2007, which regulates the authorization procedures for electrical energy installations of the Regional Government, and Law 24/2013, of the Electricity Sector, with the General Directorate of Energy Transition as the competent body according to Decree 112/2023. The file, with references 2713/00008, 2703/01134, and PE-585-CII, was initiated in the Provincial Delegation of Sustainable Development of Toledo.

Prior and Construction Authorization to Hybridize a Plant in Service

Energía Helios, S.L.U. (NIF B98918055) submitted the application on July 21, 2025. The “Haza de las Tobas” photovoltaic plant, with 9,450 kW of installed power and 9 MW of access capacity, has already held an operating authorization since February 4, 2025, meaning the new battery module is integrated into an existing and operational installation.

The resolution authorizes the hybridization between the electrochemical battery storage system and the solar plant, with a granted power of 9 MW. The technical documentation is a revised project drafted by Juan José García Pajuelo, chartered industrial technical engineer number 2117 of the Official College of Experts and Industrial Technical Engineers of Badajoz.

Eight Battery Containers and Internal Connection at 30 kV

The technical characteristics detailed in the resolution are as follows:

  • Eight battery containers, model Power Titan 2.0 ST5015UX – 4H from Sungrow, with 5,015 kWh of storage each.
  • Six 210 kW inverters per container, totaling 1,260 kW of power per unit.
  • Two Power Station MVS5140-LS type transformation centers of 0.69/30 kV and 5,140 kVA, plus one 120 kVA transformer for auxiliary services.
  • Internal underground 30 kV network with AL RHZ1-OL 18/30 kV conductor and an approximate length of 72.5 meters.
  • Connection at the existing disconnecting center, with new line and metering cells, reverse power relay (function 32), and a coordinated control system.

The plant will be located within the photovoltaic solar enclosure, in polygon 10, plot 82 of Madridejos. Evacuation is carried out via a 30 kV overhead line to the “Madridejos Solar 30/132 kV” substation and, from there, via a 132 kV underground line to the “Madridejos 132 kV” substation, owned by UFD Distribución Electricidad (Naturgy Group), which updated the access and connection permits on March 3, 2026.

Sectoral reports, environmental assessment, and conditions

The project was submitted for public consultation via an announcement dated April 30, 2026, from the Provincial Delegation of Sustainable Development of Toledo, published in DOCM no. 112, of June 16, 2026, with no objections presented. The sectoral reports were as follows:

  • Madridejos City Council: did not issue a report within the 20-day period, therefore its conformity is understood.
  • Guadiana Hydrographic Confederation: report dated July 9, 2026, with no impact on basin competencies.
  • Heritage of the Provincial Delegation of Education, Culture, and Sports in Toledo: report dated April 29, 2026, with conditions.
  • Environmental Quality Service: report dated November 18, 2025, which rules out substantial modification and a new environmental impact assessment procedure.

Favorable reports from the Provincial Delegation of Sustainable Development of Toledo (July 16, 2026) and the Energy Installations and Technologies Service are also recorded. The authorization maintains the requirement to comply with the environmental impact statement formulated by resolution on November 11, 2020, and makes the execution period subject to the validity of the access and connection permit. An administrative appeal may be filed against the resolution before the head of the Department of Sustainable Development within a maximum period of one month.

The authorization consolidates storage as a key piece of the Madridejos photovoltaic hub, as it allows an operational plant to add 40 MWh of backup and improve the manageability of its production without occupying new land or substantially altering the original project evaluated in 2020.
