The Regional Government authorizes the Serón II solar plant hybridized with a wind farm

The Territorial Delegation of Economy, Finance and European Funds and of University, Industry, Energy and Innovation in Almería has granted prior administrative and construction authorization for the grid-connected solar photovoltaic installation named PSFV Serón II and its evacuation infrastructure, to hybridize with the Serón II wind farm, in the municipality of Serón. The resolution, signed on September 1, 2026, by the territorial delegate Guillermo Casquet Fernández, is published in the B.O.P. of Almería no. 194, of October 7, 2026, with reference 2416/26 and files PERE 1798 and LAT 6946.

The promoter is Al Andalus Wind Power S.L.U., with CIF B70107925. The authorization is granted under Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations. The Territorial Delegation acts by virtue of Presidential Decree 9/2026, of July 9, Decree 198/2026, of July 30, and the Resolution of March 11, 2022, of the Directorate General of Energy regarding the delegation of competencies.

An 8.4 MW plant hybridized with the wind farm

The installation is located in the areas known as Canaleja, El Aire, and Llano del Til, in the municipality of Serón, with an approximate center at coordinates X:536.937 Y:4.137.537 UTM ETRS89 Zone 30. Its declared technical characteristics are:

• Installed photovoltaic power PV Serón II: 8.4 MW.
• Installed power of the wind farm PE Serón II: 10 MW.
• Total installed power of the hybridization: 18.4 MW.
• Access capacity for the entire installation: 10 MW.
• Connection point: SET Serón 132 kV.
• 16,156 N-type bifacial monocrystalline silicon modules, 620 Wp, with 10,000 kWp peak power.
• 28 inverters of 300 kW and 3 transformation centers of 0.8/30 kV, with 13.2 MVA total transformation power.
• Single-axis solar tracking.

30 kV evacuation line and sectioning center

The evacuation line, 30 kV and single-circuit, runs entirely through the municipality of Serón and consists of three sections up to the sectioning center CSEC PV Serón II:

• Underground section 1: 0.254 km, AL RHZ1-OL 3x1x400 mm² conductors.
• Overhead section: 0.65 km, with 4 estimated supports, LA-110 aluminum-steel conductors with OPGW-48 and U100BS glass insulators.
• Underground section 2: 0.995 km, AL RHZ1-OL 3x1x400 mm² conductors.
• Sectioning center: PFU-7 prefabricated in plot 233 of polygon 10, with three line cells, one metering cell, and one auxiliary services cell.

Background, deadlines, and appeal process

The file begins on April 19, 2024, with the request for admission for processing, which was admitted on June 25, 2024. On March 10, 2025, the promoter submitted a modified project that reduced the installation area due to the difficulty of reaching private lease agreements for the land and a minor find detected during the archaeological survey. The file was submitted for public consultation via an announcement in the B.O.P. of Almería no. 11, of January 19, 2026, for 30 business days, with no objections presented. On July 11, 2026, the Unified Environmental Authorization was received, file AAU/AL/0017/24, from the Territorial Delegation of Sustainability and Environment in Almería.

Among the consulted bodies are the Serón City Council, the Territorial Delegation of Tourism, Culture and Sport, the Delegation of Development, Territorial Articulation and Housing, the State Road Unit in Almería, Edistribución Redes Digitales SLU, the Ministry for the Ecological Transition and the Demographic Challenge, Ecologistas en Acción de Almería, and SEO/BirdLife. The authorization sets a maximum period of three years to request the commissioning and warns that the expiration of the Unified Environmental Authorization will be sufficient cause for revocation. An administrative appeal (recurso de alzada) may be filed against the resolution, which does not exhaust the administrative route, within a period of one month.

The authorization clears the main regional procedure for a project totaling 18.4 MW of installed capacity in the municipality of Serón, affecting landowners in the areas of Canaleja, El Aire, and Llano del Til, as well as the owners of the plots crossed by the evacuation line. The promoter now has three years to execute the works and request the operating authorization, without prejudice to the remaining licenses and permits from other administrations.
