The Regional Government authorizes the Mesa Roldán 5 solar plant in Vejer

The Territorial Delegation in Cádiz of the Ministry of University, Industry, Energy and Innovation of the Regional Government of Andalusia has granted the prior administrative authorization and the administrative construction authorization for the Mesa Roldán 5 solar photovoltaic plant, with 2.5 MW, promoted by Turgallium Solar 1 S.L. in the municipality of Vejer de la Frontera. The resolution, signed on August 18, 2026, by the territorial delegate María Inmaculada Olivero Corral, is published in the Official Gazette of the Province of Cádiz number 184, dated September 23, 2026, under announcement number 274.337. The processed file is AT-15749/24.

The procedure is governed by Title VII of Royal Decree 1955/2000, of December 1, which regulates the activities of transport, distribution, marketing, supply, and authorization procedures for electrical energy installations, and by Law 24/2013, of December 26, on the Electricity Sector. The competence of the Territorial Delegation derives from articles 49 and 58.2.3º of Organic Law 2/2007, reforming the Statute of Autonomy for Andalusia, and from the delegation of competencies of the General Directorate of Energy of March 11, 2022.

The company Turgallium Solar 1 S.L., with NIF B-06773733 and registered office at Avenida de la Constitución 34 in Seville, submitted the application on April 5, 2024. On August 11, 2025, it provided a project modification, and on November 28, 2025, the Territorial Delegation of Development, Infrastructure and Territorial Planning issued a favorable territorial impact report, notified to the company on December 3, 2025. On May 25, 2026, the Territorial Delegation of Sustainability and Environment issued the Unified Environmental Authorization Resolution, file AAUS/CA/017/25.

Two public information periods and allegations from Enebro-EA

The file was submitted for public information on two occasions, with announcements inserted in the Official Gazette of the Province of Cádiz number 193, dated October 4, 2024, and number 31, dated February 17, 2026. Within the deadline, allegations were formulated by the entity Enebro-EA, with CIF G10632578.

Allegations 1 to 4, of an environmental nature, were forwarded to the competent environmental body, and the resolution recalls that the installation obtained favorable environmental authorization. Allegation 5 requested that the Ministry respond in an objective and justified manner and not delegate the response to the petitioning company; allegation 6 requested that the response not include references to Directive 2009/28 EC nor to the failure to comply with the climate and energy framework. The resolution responds that no such references are made and recognizes the objector as an interested party in the file.

Likewise, the application and technical documents were forwarded for a period of thirty days to the bodies that the promoter declared as potentially affected:

Technical characteristics of the installation

The resolution details the fundamental characteristics of the project, which will evacuate at high voltage at 20 kV:

• Solar Plant Mesa Roldán 5 (AT-15749/24) with 2.5 MW of installed capacity and 2.5 MW of granted access and connection capacity
• Photovoltaic generator on a mobile structure, with 4,704 bifacial monocrystalline modules of 705 Wp arranged in series of 28 modules per tracker
• Transformation center with capacity for one transformer and one inverter, a 2,500 kVA inverter at 25 ºC and a power transformer (640 V/20 kV) of 3,000 kVA
• Line, measurement, protection and auxiliary services cells, with medium voltage switchgear at 20 kV
• Underground medium voltage line of 184 meters from the transformation center to the sectioning center
• Sectioning center and medium voltage overhead network of 34.3 meters up to support AP1000492, where it connects with the PATRIA medium voltage line of the CONIL substation, both to be handed over to EDISTRIBUCIÓN REDES DIGITALES, S.L.

The construction project is named FV Mesa Roldán 5 and is accompanied by a responsible declaration dated October 5, 2025. The competent qualified technician is the industrial engineer Joaquín Martín-Oar María Tomé, member number 7149 of the Official College of Industrial Engineers of Western Andalusia.

Conditions of the authorization and appeal process

The authorization is granted subject to other necessary licenses or authorizations from other bodies and shall be void if the access and connection rights that were mandatory for granting it expire. The holder must notify the Territorial Delegation of the completion of the works and present the documentation for the operating authorization three months in advance. The Administration may void the resolution at any time if it observes non-compliance with the imposed conditions.

Against the resolution, which does not end the administrative process, an administrative appeal (recurso de alzada) may be filed before the Counselor of University, Industry, Energy and Innovation of the Regional Government of Andalusia within one month from the day following the receipt of the notification.

The publication of this resolution closes a file opened more than two years ago and clears the way for the construction of a 2.5 MW facility on land in the municipality of Vejer de la Frontera, which will evacuate its production through the existing distribution network. For the residents and the City Council, the announcement sets the technical and environmental conditions that the company must comply with during the execution of the works and in the subsequent operation of the plant.
